Job Description: Responsibilities & Requirements
The Government of Ghana is in the process of undertaking the 2020 Population and Housing Census (PHC) next year as part of the implementation of the 2020 round of censuses. The last operation of this nature was carried out in 2010. The new Sustainable Development Goals, Agenda 2030, adopted in September 2015 by all UN Member States, calls for a people-centered development approach, a life of dignity for all, leaving no one behind. Thus, the desire to have recent data is felt in all sectors of national life, anxious to have current information, accurate and able to provide elements of appreciation and decision on aspects affecting the country's population and its different administrative and geographical entities.
The United Nations Population Fund (UNFPA) jointly with other partners are supporting the Government of Ghana through the Ghana Statistical Service (GSS) in conducting the 2020 PHC in accordance with international standards. Results of the PHC will be used for development planning for raising the standard of living of the people of Ghana, good governance and maintaining equity and equality among all subgroups.
Given its complexity and scope, the project requires the establishment of an appropriate system for all matters relating to the organization, coordination and to the management of the operations. It is in this sense that the support of a NPA Census knowledgeable in the conduct of census activities is required to assist with the work of the technical team on the project. GSS will rely on the NPA organizational skills, high sense of human relations, spirit of openness, rigor and method, personal capacity for work and total availability.
The present terms of reference are aimed at recruiting a national expert based on a number of criteria and commitments. The requested service includes specific tasks to be carried out in close collaboration with the national coordinator of this operation.
Task description
Within the delegated authority and under the supervision of the UNFPA Representative or his/her designated mandated representative(s), the UNV will:
A. Support in the supervision and monitoring of the implementation of different phases of the census
- Support in carrying-out the work of the programme and ensure that activities are carried out in atimely fashion;
- Support and participate in the realization of the different phases of the census, including preenumeration, enumeration, post-enumeration survey (PES), and different phases of data processing, analyses and production of findings;
- Support and participate in the field implementation including the storage, storing and distribution of field logistic;

B. Capacity building, processing and analysis of census data
- Participate in the development of analysis and tabulation plans;
- Support the training of census field personnel including enumerators and supervisors.
- Support the design and implementation of the PES including publication of results in a timely manner;
- Contribute to the organization of the orientation workshops for the analysis, as well as that of the finalization workshop of the analysis reports;
- Support the supervision of the analytical work;
- Support the quality checks of the publications staff and preparation of scientific reports;
- Assist in census monitoring and reporting of progress of the census to the Government and UNFPA Country Representative;
- Provide support for the writing of the final census report.
C. Advocacy, communication and resource mobilization
- Contribute to advocacy and resource mobilization efforts of the 2020 Census;
- Participate in meetings and negotiations with donors and other funding institutions;
- Participate in meetings, conferences and working groups with the 2020 Census stakeholders
- Support the organization of the various dissemination seminars of the final findings of the 2020 Census;
- Provide support to GSS in publication and dissemination of the final findings of the Census
- Perform any other duties that may be required by UNFPA management.
- Any other related tasks as may be required or assigned by the supervisor.
Furthermore, UN Volunteers are required to:
- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on
traditional and/or local forms of volunteerism in the host country
- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV’s Volunteer Reporting ApplicationContribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc
- Assist with the UNV Buddy Programme for newly-arrived UN VolunteersPromote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Advanced University degree Demography, Statistics, Population Studies, Social Sciences, or other related subjects.
Experience Remark
3 to 5 years of relevant experience in the field of population and housing censuses, particularly;
Knowledge and experience in pre-enumeration, post-enumeration and post-enumeration phases of PHC in developing country especially Africa, skills in providing on-the-job training to local staff in data analysis, report writing and use of Internet resources;
Experience working with the United Nations System and demographics household surveys and censuses will be an asset.
Communication skills especially for transfer of knowledge
Language English (Mandatory) , Level - Fluent AND - French (Optional) , Level - Working Knowledge
