Chemonics is seeking a supply chain cost evaluation consultant to work with the Ghana Ministry of Health to assess and evaluate the implementation of the Ghana Logistics Management Information System (GHiLMIS) to analyze existing cost of services and identifying areas for costs savings during systems implementation.
The objective of this assignment will be to conduct a cost evaluation of the current Ghana Supply Chain. This will include analysis of existing cost of service for the execution of supply chain functions, prior to the implementation of the GhiLMIS, to establish a benchmark to evaluate the post-implementation of the GhiLMIS to establish return on investment, which will in turn contribute to the sustainability strategy for the Government of Ghana. The evaluation will focus on a cost and cost-effectiveness analysis and will create non-experimental pre-design or other equivalent methodologies to establish the performance of the current system. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Collaborate with the in-country team to finalize the statement of work, review all readily available data and prepare for in-country activities
- Produce assumption development, field visit, and initial findings (In-country); identify critical KPI and metrics to baseline for the evaluation study
- Analyze current supply chain and its total cost drivers, benchmarking the results of the analysis to use as KPIs for the post implementation evaluation; review and validate the analysis outcomes with end users and develop a list of risks, limitations, procedure documents, and recommendations
- Project and produce finalization and report writing

- Evaluate current supply chain operational costs; identify costs at each value chain tier (central, regional, and service delivery point) and for each of four key supply chain functions: procurement, storage, transport, and management
Qualifications:
- Advanced degree in economics or related subject is desired, but not required; bachelor’s degrees and hands-on experience in the relevant areas will also be considered
- Six years of experience working with supply chain evaluations, preferably focused on identifying cost drivers and benchmarking results
- A solid understanding of microeconometric methods related to impact evaluation
- Experience in economic growth, public health, and/or supply chain development is desired
- Excellent interpersonal/communications skills and the ability to effectively represent the organization to clients in a professional setting
- Skills in data analysis, results-oriented reporting, and data collection activities to ensure consistency with analytical objectives
- Demonstrated leadership, versatility, and integrity
