The Environmental Protection Agency is seeking to recruit suitable, qualified persons for the position of National Coordinator for the National Adaptation Project (NAP) Ghana Project.
Tasks
• In order to achieve the expected Outcomes, outputs and deliverables, the National NAP Coordinator will perform the following tasks:
Project Management
Manage the day-to-day implementation of the programme at national level and across regions, including coordinating the delivery of activities and outputs (such as workshops, studies and publications)
• Ensure that project activities and results are delivered in accordance with the required quality standards and specified time and cost constraints.
• Develop TORs and assist in the identification, selection and recruitment / procurement of consultants or other service providers
• Supervise and manage the work and deliverables of national and international consultants, as well as other service providers and partners
• Supervise the Administrative and Finance officer to ensure that financial, procurement and human resource processes are managed in line with Funding Proposal and Project Cooperation Agreement provisions and that records of projects documents and assets / equipment lists, including financial and procurement documents, are maintained in accordance with and its requirements
• Ensure the timely preparation of annual and semi-annual work plans, procurement plans and budgets for approval by the Project National Director and Project Steering Committee, with prior endorsement of the GCF Focal Point and the UN environment task manager.
• Regularly monitor and report on project performance and delivery to the Project National Director, GCF Focal Point and the UN Environment Task Manager, including progress, achievements, challenges encountered and proposed corrective actions
• Prepare biannual project Interim Progress Reports for the GCF
• Ensure timely preparation and submission of budget revisions, financial reports (including quarterly expense reports), and cash advance requests
• Serve as Secretary to the Project Steering Committee, organise biannual PSC meetings, and ensure the timely preparation of meeting documentation (including progress reports) and meeting minutes
• Identify and resolve logistical and organisational issues under the guidence of the Project National Director, the GCF Focal Point and the UN Environment Task Manager and
• Undertake other tasks assigned by the GCF focial point as part of the GCF NAP Project.

NAP Process Coordination
• Lead the organisation of, participate as a resource person, and represent the project in workshops and meeting, in close coordination with the GCF Focal Point
• Provide background information and inputs to studies, reports, policy briefs and other project outputs and review draft deliverables
• Facilitates collaborative and consultative processes with all key stakeholders to ensure the involvement of government and other stakeholders (including national and local authorities, non-government organisations, academia and private sector actors) in the development of project deliverables and results
• Ensure that project components and deliverables are closely aligned to supporting the integration of climate change adaptation into national, sectoral and provincial strategies, plans and budgets. This will involve ensuring close working relationships with key stakeholder, including the Ministry of Environment and Tourism, the National Development Agency of the Prime Minister's Office, the Ministry of Finance, key climate-vulnerable sector ministries, and provincial administrations
• Ensure that the UNFCCC's Guiding Principles for NAPs are applied in the Mongolia NAP elaboration, implementation and monitoring processes
Qualification Required & Experience
The Successful Candidate for the National Coordinator position will have the following profile:
• A postgraduate degree in public administration, development, natural resource management, the environment or a science or socio-economic related field
• At least 6 years of postgraduate (post-qualification) experience in areas of work related to national and sector policy development and analysis and institutional assessment and capacity building in relation to environment and natural resources and sustainable development, preferably in areas related to climate change adaptation
• At least two previous professional positions / assignments related to facilitating and coordinating the participation of government-led stakeholders in an externally-funded programmes or projects in Ghana or elsewhere
• Excellent communication skills in written and oral English
Desirable
• Experience working with the government of Ghana
• Experience in programme development and implementation
• Excellent skills and experience in stakeholder engagement and facilitation
• Professional experience in the United Nations system
