A reputable local NGO operating in the Brong Ahafo region is currently recruiting for the position of Monitoring and Evaluation Officer. The incumbent will work out of its office in Kintampo in the Kintampo Municipality of the Bono region.

  • Report to: Project Manager
  • Location:  Kintampo, Bono Region
  • Level of Effort: Office (50%). Field (50%)
  • Travel: Within and out of project area: Up to 60%.

 

Position Description

  • The M&E Officer is responsible for information and knowledge management.
  • S/He is responsible for implementing the overall M&E and business performance appraisal strategy and related activities within the project and to provide timely and relevant information and support to project stakeholders. This includes close coordination with all stakeholders involved in M&E design, data collection, data analysis, and project implementation.
  • Working in close collaboration with other project staff and partners to ensure that there is timely, accurate and reliable information at all times on project progress, successes, challenges and lessons learned to inform reporting, decision-making and learning.

 

Duties and responsibilities

  • Manage the project's M & E database and ensure that all it is updated timely with relevant routine data and data on indicators and maintain accurate records
  • Implement baseline data collection, data entry and data analysis, and ensure regular monitoring of project and business  performance indicators of MSMEs
  • Liaise with project officers  to collect data on project activities, outputs, and outcomes  in accordance with the project’s M & E framework and data collection procedures
  • Perform regular data quality checks in the field and take necessary corrective action to ensure that data input into the database is accurate
  • Undertake field visits and participate in project events to directly observe project progress and to interact with beneficiaries to gain a better understanding of the picture presented from monitoring data collected, noting changes not explicitly covered in project performance monitoring plan
  • Provide input into the development of annual work plans and budgets, project reports and other documentation activities
  • Build and maintain positive working relationships with all project officers, as well as staff of the implementing partner organizations

 

Required Skills or Experience

  • Bachelor’s degree in Development Studies, Management Information Systems, Applied Social Science, Statistics, Agribusiness or related fields. Masters Degree in relevant field preferred.
  • At least 5 years of practical experience in agricultural and rural development, MSMEs, with at least 3 specifically in designing and implementing monitoring and evaluation systems.
  • Demonstrated experience in quantitative and qualitative data collection and analysis.
  • Strong knowledge of results-based management; particularly for monitoring project performance and performance of MSMEs.
  • Must have experience in designing and implementing monitoring systems and tools for effective management of outcomes and results.
  • Strong technical skills in data management, statistical analysis, and/or assessment tools desirable.
  • Ability to lead and actively participate as an effective member of a team.
  • Must have strong skills in analytical thinking and interpretation of data to deduce solutions for decision making.
  • Excellent oral and written communication skills in English required.
  • High level proficiency in MS Office applications, particularly MS Excel, SPSS and Access.
  • Willingness to travel and live in rural areas for extended periods.
  • Ability to ride a motorcycle
