The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the Ghana Energy Sector Transformation Initiative Project (GESTIP), and intends to apply part of the proceeds for consulting services.
The consulting services ("the Services") is for the position of Gas Sector Specialist, a contracted full-time assignment with the GESTIP Project Implementation unit (PW). The Gas Sector Specialist will work closely with the GESTIP Project Manager. The Gas Sector Specialist shall be responsible for ensuring the gas sector related project activities are conducted in accordance with World Bank requirements.
The Gas Sector Specialist will be responsible for:
- Development of terms of reference to recruit consultants for various gas sector related assignments within GESTIP;
- Assisting in the review and evaluation of consultants' proposals to undertake assignments.
- Collecting and validating data from energy sector stakeholders that is necessary for the consultants to undertake the capacity building.
- Evaluating progress reports submitted by consultants undertaking assignments.
- Organising timely review and feedback to interim products submitted by consultants undertaking a signments.
- Working closely with consultants to direct assessments to achieve their stated objectives and complete their stated tasks.
- Organising and facilitating any stakeholder workshops needed throughout the assessment work from development to inception, to analysis, and to dissemination.
- Tracking and reporting to the GESTIP Project Manager (and by extension the World Bank) on the progress and challenges related to the assignments undertaken.
- Recommending to the GESTIP Project Manager for approval of payments to consultants undertaking assignments

The assignment is expected to commence in August 2019 with a contract period of three years subject to yearly performance appraisal. The GESTIP PIU now invites eligible Individual Consultants (hereafter called "Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, experience in similar conditions, etc. via detailed Curriculum Vitae with supporting documentation. The minimum requirements are as follows:
+ postgraduate degree in gas engineering and management from a reputable University with at least 10 years' relevant experience with gas infrastructure development, project planning and appraisal, and technical and efficiency aspects Of the gas sector,
+ broad knowledge of the gas industry with proven experience in gas industry management, possessing adequate technical knowledge of the industry and gas development issues, and
+ proven track record of good interpersonal and communication skills.
The attention of interested Consultants is drawn to Section Ill, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" August 2018 ("Procurement Regulations"), setfing forth the World Bank's policy on conflict of interest. An Individual Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations.
