Position:** One expert to support on administrative and financial issues to the ARAP CU.
Duration of Assignment: long-term assignment from July 2019 until end of project implementation (estimate December 2020), "as needed" basis.
Indicative Starting Date: 1st July, 2019
Type of Contract: Technical Assistance
1. Context
The “International and Ibero-American Foundation for Administration and Public Policies, FIIAPP” www.fiiapp.org, is a Spanish public international co-operation entity that provides advice to governments in third countries and regional institutions. According to its mission, the Foundation has been awarded the Delegation Agreement “Accountability, Rule of Law and Anti-Corruption Programme - ARAP” funded by the European Union.
The overall objective of the programme is to promote good governance in Ghana by reducing corruption and increasing accountability and environmental governance, as well as compliance with the rule of law, particularly when it comes to accountability, anti-corruption and environmental governance.
The Coordination Unit (CU) of the programme, headed by the Team Leader, and based in Accra is seeking for an administrative and financial support located in Secant Tower Building Papa Monrovia Street, Accra.
2. Specific Objectives
The objective of this assignment is to support the coordination unit, on a daily basis, in economic, financial and administrative tasks, reporting to both Team Leader and Financial Manager.
3. Description of the position
Administrative and financial support on finance, budgeting and payments. The position will eventually require transportation outside Accra and occasionally overnight stay away of the normal place of posting, to attend to ARAP workshops/activities/events.
The Financial Assistant will report to the CU in Accra, under supervision of ARAP Financial Manager, in coordination with GIZ Accra Headquarters if required.
a. Main Tasks and responsibilities:
- Follow up of local providers, contracts and payments.
- Follow up on consultants invoicing and payments
- Keeping up dated records, both soft and hard files on inventories, electronic transactions and cash payments.
- Follow up the assets transferred to the project stakeholders.
- Support in other tasks when required by the CU Team Leader or Financial Manager.
- Monthly report of activities.
b. Education and experience requirements:
- University degree on business administration, finance or accounting
- Fluent in English, written and spoken
- Al least 3 years of professional experience as Financial Assistan

- Al least 3 years of professional experience elaborating economic and accounting reporting, including expenditure verification on international organisations/ projects/programs.

- At least 2 years of experience working with international organisations in Ghana.
- Computer skills: Excel and Word as a proficiency user (TO BE TESTED)
- Other International working experience will be a merit.
- Availability to travel in country.
Interviews and Test (Excel and Financial tasks) will be taken in Accra by the Coordination Unit.
c. Outputs
· Monthly report on activities payments
· Monthly clearance report on providers and cash management
4. Duration
July 2019 until end of project implementation (December 2020) on a need’s basis.
5. Fees and Logistics
In case of internal travel outside Accra, Fees, per diems and/or transportation will be provided by GIZ.
