The JET programme will help drive economic transformation in Ghana by supporting government to attract increased private investment and create high quality jobs in key industrial sectors. The programme seeks to leverage increased investments into the manufacturing and industrial sectors as well as introducing new technology and management capabilities. The aim is to increase the capabilities of the workforce generating formal employment and economic diversification.
JET programme is expected to generate more than £50 million in additional private investment and create 15,000 formal quality jobs. Other key programme results include increased productivity of domestic firms, stronger work practises of firms in priority sectors (e.g. adherence to labour laws, provisions for a safe working environment, environmental protection and inclusive workforce policies e.g. women and persons with disabilities (PWD)).
The programme will have a 6 year duration.

Candidate Specification

Requirements

  • Solid experience as TL in complex, large multi-year DFID funded programmes for private sector development
  • A relevant masters degree
  • Experience in Ghana, West Africa
  • Successful track record in implementing private sector development approaches for DFID projects
  • Successful track record in facilitating private sector investments by using development finance capital as a catalyst
  • Demonstrated experience of working with the public and private sector leaders for influencing policy and capacity building
  • Deep understanding of the political economy in Ghana
  • Understanding of cross cutting themes as well as successful track record of improving women’s economic empowerment, rendering results for people with disability, familiarity with DCED standard for Monitoring, evaluation and learning
  • Fluent in English, proven skills in communication and report writing

Job Profile

The team leader will (among others) be responsible for:

The day-to-day management and implementation of the JET Programme.
S/He will provide leadership to:

  • the Implementing Partners and the Technical Lead supporting the Implementing Partners
  • the experts in the TA Facility
  • the experts in charge of MEL
  • short-term experts

Overall, the TL will provide vision, strategic direction and implementation approach for the project and will oversee the successful delivery thereof. The TL will engage with the senior leadership from the public and private sectors for delivering the project and will ensure that the team function as a well-oiled machine and all stakeholders are kept up to date. Besides this leadership role, the Team Leader is responsible for timely delivery of progress reports to the backstopping team of the consortium for final quality assurance, building local capacity and providing technical inputs. The TL will report to the Project Director.

A reference check will be part of the recruitment process as well as due diligence according to the DFID safeguarding standards. Contract will be on a freelance bases.
