The West African Biodiversity and Climate Change (WA BICC) program is a USAID-funded five-year initiative (2015-2020). The overall goal of WA BiCC is to improve conservation and climate-resilient, low emission growth across West Africa by focusing on three core components: combating wildlife trafficking – improving coastal resilience to climate change – reducing deforestation, forest degradation, and biodiversity loss. WA BiCC is regional in scope and design and focuses on targeted geographical areas within the region to improve governance and policy over critical natural and human systems.
The project developed a strong Monitoring and Evaluation System to support implementation of activities and ensure results and achievements are fully captured and documented. The importance of activities and the numerous stakeholders involved in the different interventions require an efficient database system to ensure all documents are appropriately stored in a structured manner and data are accurate. To manage the electronical and physical M&E archiving system and ensure all different stakeholders provide quality and documented data, WA BICC is recruiting a Data Management Assistant to help reinforce the M&E team and provide support on the data management.

Main responsibilities and tasks
The Data Management Assistant will assist the M&E unit to organize and manage the archiving system and ensure data collected from all activities are appropriately entered, labelled, stored in a structured manner and maintained up-to-date on physical and electronic form. Responsibilities include to provide guidance and oversight to stakeholders responsible for data collection in order to ensure compliance with the Monitoring and Evaluation Plan, including WA BiCC staff, grantees, sub-contractors or other stakeholders. This includes preparation of data collection forms, entering data into the appropriate database software, conduct analysis, develop and maintain procedures for data collection, management and quality control and developing reports.
The M&E Data Management Assistant will:
- Assist WABICC staff, Partners and Grantees to ensure the correct use of data collection tools and forms developed by the project and provide training if needed;
- Proactively assist in regular gathering of information from the staff, Grantees and Partners and ensure that all data collected from activities are entered in the M&E Database system in timely manner
- Ensure Grantees supporting documents are downloaded, verified and archived into the WA BICC System and interact with them if needed to solve data quality issues;
- Ensure aggregation, cleaning and exploitation of M&E data from field activities and correct entry in the system;
Conduct the physical and electronic archiving of all documents and scan documents the team need to store;
- Conduct regular data review and cross-check physical archiving and electronic system to ensure consistency and maintain overall data integrity;
- Review the physical and electronical archiving system to ensure the labelling and organize files and documents in appropriate folders;
- Contribute to data quality and integrity by conducting remote spot-checks, investigate any data deficiencies and provide timely feedback to the staff on data quality issues such accuracy and completeness so it will be corrected on time;
- Compile relevant data on project indicators and assists in preparing required reports;

- As appropriate, design data collection forms, organize and manage the data input using Kobo Toolbox and support the collection of data and conduct of surveys
- Undertake visits to Grantees for checking on data quality as relevant and necessary.
- Ensure the translation of data, reports and other documents received in different languages (French and English);
- Support in data analysis, prepare report in regular bases and produce visualization based on requests from the M&E team and other WA BICC Staff;
- Secures information by completing data base backups.
- Undertake any other duties as assigned by the MEL manager to ensure effective implementation of project activities
Contract Duration
This is expected to be a full-time position depending on the needs of the program.
Supervision and Reporting
The Data Management Assistant will work as an integral member of the WA BiCC Program team and be a member of the Collaborating, Learning and Adapting Unit, Ghana. The Data Management Assistant will report to the WA BiCC MEL Manager and be based in Accra. (S)He will collaborate with the project staff and support Implementing Partners and Grantees in reinforcing their capacities and developing tools for meeting requirements.
Required Qualifications and Skills
- in Computer Sciences, and Communication technologies, Information management; Project Management, Monitoring and Evaluation, Geography and Environmental Science, or relevant qualification
- Minimum of 2 years of experience in Data Management, Project Management, Monitoring and Evaluation preferably in rural development or related;
- Strong knowledge in the use of spreadsheet and database (Excel, Access,…), in statistical software (SPSS,…) and Clouding systems (GoogleDrive, Dropbox,…);
- Experience in use of mobile technology (SMS, Smartphone,…) and in the design or management of a Monitoring Database could be an asset;
- A Proven experience in qualitative and qualitative research and in conducting survey could be a relevant asset;
- A good level on speaking, reading and writing both in French and English;
- Good knowledge of filing and archiving of documents
