As part of UNICEF's support to the Sanitation Sector in Ghana, the Basic Sanitation Information System (BaSIS) was established in 2015 as a district-based system to capture and analyse information on the implementation of the Rural Sanitation Model and Strategy (RSMS), with capacity for aggregation of data at regional and national level. Significant progress has been made in the use of BaSIS with 53 districts currently using the system across the country to capture data on 2,061 CLTS communities. 6 out of the 8 sector stakeholders implementing CLTS are also using the system.

As part of the institutionalization process, Regional Environmental Health and Sanitation Departments have formally assigned officers to be in charge of BaSIS at the regional and district level. District M&E teams, including District Planners and Statisticians, have also been established and equipped to provide additional support to the Environmental Health Officers. A partnership has also been initiated between the Ministry of Sanitation and Water Resources (MSWR) and the Survey Department of the Lands Commission, the Ghana Statistical Service (GSS), Ministry of Local Government and Rural Development (MLGRD) and the Office of the Head of Local Government Service (OHLGS) to support the upcoming review of BaSIS and ensure linkages with relevant Management Information Systems in the country. Focal points from these organisations and sector stakeholders involved in RSMS implementation will form the national reference team for BaSIS.

The services of a National Consultant are required to support the MSWR upgrade the current version of BaSIS to improve its functionality and establish linkages with existing Government data systems in the country from the Ghana Statistical Service, Survey Division, Ghana Education Service (GES) and Ghana Health Service (GHS). In this role, the consultant will be required to participate in meetings and provide support to the Monitoring and Evaluation Technical Working Group of the Ministry of Sanitation and Water Resources. The consultancy will also provide capacity building support to Government structures at national, regional and district Level to enable them roll out the use of the upgraded version of BaSIS.

The assignment is expected to last for an initial period of 11.5 months with the possibility of extension based on satisfactory performance of the consultant, sector needs and availability of funds. The extension will require the delivery of a new set of related tasks and deliverables to be agreed upon during negotiations.

Funding for this assignment is provided by Global Affairs Canada, the Netherlands Directorate General for International Cooperation (DGIS) and UNICEF.

How can you make a difference?

The assignment will enable the Environmental Health and Sanitation Directorate (EHSD) of the Ministry of Sanitation and Water Resources, upgrade and scale-up the use of BaSIS as an effective MIS for the sanitation sub-sector, including the tracking and reporting on activities and indicators. It relates to the AWP activity 7.2 Increase the capacity of decentralised structures to plan, implement, monitor (including the use of BaSIS) and coordinate the implementation of the RSMS. The upgrade of BaSIS will enable sector stakeholders have more easy access to a comprehensive system for inputting and analyzing all data related to the Rural Sanitation Model and Strategy.

Tasks To be Completed

While working in collaboration with the Ministry of Sanitation and Water Resources, Ministry of Local Government and Rural Development, Office of the Head of Local Government Service, Ghana Statistical Service, the Center for Remote Sensing and Geographic Information Services and UNICEF.

  1. Develop and test Community Led Total Sanitation (CLTS) components for the upgraded version of BaSIS
  2. Develop and test SanMark components of the upgraded version of BaSIS
  3. Design, develop and test Law enforcement and Social Normscomponents of the upgraded version of BaSIS
  4. Design, develop and test the Sanitised Communities components of the upgraded version of BaSIS
  5. Design, develop and test the RSMS Programme Managementcomponent including the BaSIS effectiveness tracker and Independent Verification components
  6. Provide technical support to BaSIS focal persons and teams at National, Regional and District Levels to operationalize BaSIS and ensure data quality and availability by all stakeholders
  7. Provide a monthly summary report on the data in BaSIS and data quality in soft copy.

  9. Expected Qualifications, Experience, specialised knowledge/skills and competencies

      The Consultant must possess the following qualification and experience as required for a typical IT Business Analyst:

  1. Degree or its equivalent in Computer Science, Information Management or Technology, Statistics, Engineering or other relevant field
  2. Minimum of 5 years relevant experience
  3. Working knowledge of Geographic Information Systems
  4. General computing knowledge (Microsoft suite: Excel, Access, Software installation and Hardware installation)
  5. Basic knowledge in computer programming
  6. Experience in delivering and facilitating training
  7. Experience with working with staff of decentralized institutions will be an advantage

In addition, the consultant must possess the following skills

  • Excellent analytical and problem-solving skills with attention to detail and data accuracy
  • Strong interpersonal skills and team work skills
  • Ability to present and convey results of analyses to various audiences

Interested candidates applying should indicate their professional fees in Ghana Cedis as this is a national assignment. The fee is expected to be expressed as a monthly rate and should be all-inclusive amount covering fees, transport and DSA. Details of the financial proposal showing the monthly fee and unit rates for DSA, and transport should be provided.
