Programme Description
Our client is accelerating the end of AIDS, tuberculosis and malaria as epidemics by mobilising and investing nearly US$4 billion a year to support programs run by local experts in countries and communities most in need. Our client relies on independent organisations in its countries of operation known as Local Fund Agents (LFAs). IDAS is looking to recruit Programmatic/ Monitoring and Evaluation (M&E) Experts as part of the LFA team in Ghana.
Job Description
As a Programmatic/M&E Expert, you will provide the following services to KPMG on the LFA assignment as detailed below:
- Conduct regular and ad hoc visits to the Primary Recipients (PRs) and Sub-Recipients (SRs) to monitor implementation of grant projects
- Monitor PRs/SRs performance and verify the implementation status of the programme against set programme targets
- Advise and inform the LFA Team Leader regularly on programme progress, highlighting any challenges and deviations from the Fund policies, as well as provide advice that is relevant for the successful implementation of the programme
- Assess the reasonableness of the forecasted needs (types and quantities) of Malaria/HIV/TB medicines and other health products that are to be procured with the grants
- Support the LFA Country Team with capacity assessments of PRs/SRs
- Review revised implementation planning documents during grant implementation (work plan, budget, procurement plan, M&E, others), and provide an opinion on proposed changes in programme implementation, effects these changes might have on attainment of programme objectives, proposed budget reallocations and provide recommendations to our client
- Evaluate and report potential risks to the attention of the LFA Team Leader
- Monitor and inform the LFA Team Leader of any developments within the Ghana health system, which may affect the performance of grants
- Plan and lead data verification assignments
- Support and accompany our client’s Country Team while conducting country visits and meetings with PRs, SRs, and other partners
- Review the Consolidated Performance Framework (PF) of Principal Recipients (PRs) to ensure that M&E systems are in place
- Review the content of available M&E Plan and advise on the quality of the plan referring to M&E plan guidelines
Responsibilities
Responsibilities include the following, amongst others:
- Comment and make recommendations on Primary Recipients’ Annual Work Plan and Budget
- Review and comment or make recommendations on sections of Progress Update for all Primary Recipients (PRs)
- Prepare reports for programmatic/M&E tasks commissioned by our client using agreed format or template
Professional Experience
A minimum of 7 years relevant experience in the health sector, notably in monitoring and evaluating health programs in developing countries, with the following expertise:
- Ability to interpret performance results of health programs and analyse the implications of such results in the Ghanaian context
- Strong understanding of public health monitoring and evaluation systems
- A thorough knowledge of epidemiology and programmatic interventions related to at least one of the three diseases (HIV, TB, or malaria)
- Understanding of the dimensions of health service quality and familiarity with reviewing and interpreting national service delivery guidelines
- Strong interpersonal skills, diplomacy and tact to effectively communicate with senior level officials, multiple stakeholders and professionals from diverse cultural and professional backgrounds
- Strong professional oral communication and writing skills, including the development of reports, oral presentations, and technical/persuasive documents
Qualification
A Graduate Degree (MSc. equivalent) in:
- Public Health
- Medicine
- Epidemiology or
- other relevant discipline
Nature / Duration of Contract:Independent Consultant/ Sub-contractor. This is a part-time role in Ghana for residents only
Duration: The Consultant will be required to work on a need basis
Reporting relationship: The Consultant will report to the Team Leader and Engagement Partner
