Roles and Responsibilities:

  • To drive efficiency through the use of technology
  • To implement the department's strategic direction, management and operating of the IT System for the organization.
  • To manage and motivate the IT team to deliver on effective and highly regarded service.

Strategic Planning:

  • Create and maintain Information Technology & Management strategies in line with organisation needs and in keeping up with current best practice as subscribed.
  • Develop a strategy which identifies the future direction of the use of technology within the organisation to drive efficiencies.
  • Research options for future ICT development
  • Identify solutions and opportunities to improve organisational performance.
  • Evaluate customer's requirements, prepare and present proposals, design and deliver solutions to meet customer's objectives.
  • Determining business requirements for IT systems

Governance:

  • To ensure Information Technology and Management are in-line with agreed strategies and policies.
  • To ensure that policies and strategies are in compliance with government legislation and standards the organisation subscribes to in the industry.
  • Develop and maintain the Major Incident & Business
  • Continuity plan for IT and to implement measures designed to safeguard the Information Technology and
  • Management needs of the company in the event of major incidents or disasters.
  • Ensure strategic capacity planning

Project Management:

  • To manage the implementation of current projects and integrated systems along with future projects.
  • Apply a structured methodoloqy and lead change management activities.
  • Prepare and Implement project plans to achieve the desired outcomes.
  • Be a champion of change, optimisjng current IT solutions whilst promoting innovative solutions to operational challenges.
  • Continual management of operational projects for:
  • Ongoing integrations, upkeep and improvement of IT systems
  • Review of procurement and contractual arrangements
  • Control and manage the project resources and budget.

Supplier Management:

  • Procure, negotiate, manage and monitor contracts for ICT services provided by third parties ensuring effective service delivery.
  • Management of SLA as well as contractors and supplier's relationship.

Leadership and Management:

  • To ensure effective management of staff and resources promoting team building and collaborative working to deliver the corporate plan.
  • To provide clear, succinct and cogent reports to required deadlines for the Board, Committees, the
  • Director General, Management Teams and key stakeholders as required.
  • Use stakeholders' feedback to inform necessary improvements and adjustments to technology by Managing the organization's help desk.

Financial Management:

  • To manage the IT budgets achieving Value for Money.
  • Plan and manage capital investment project portfolios from business case to execution, optimizing capital spend over shifts, delays, or new opportunities.
  • Analyse the costs, value and risks of information technology to advise management and suggest action

Data Protection:

  • Ensure compliance with relevant legislation including the Data Protection Act (as applicable to IT usage).
  • Identifying security vulnerabilities and eliminating them with strategic solutions that increase data security.

Report Directly to Director General

Required Qualification

Education:

  • 1st Degree- Computer Sciences/lnformation Technology. MBA/MSc in Information Technology and other related fields.
  • Evidence of continuous professional development in an IT role.

Working Experience:

A minimum of 10 years working experience, 5 of which must have been in a managerial position.

Key skills & attributes:

  • Demonstrable experience and evidence of success in an information management role with multiple
    stakeholder groups.
  • Experience with Information Technology networks and systems at a global level and daily operational management thereof.
  • Resource management - has skills to Influence results through appropriate staffing, budgetary management and maximisation of available resources.
  • Leading change in an IT environment.
  • Contract management, negotiation and monitoring.
  • Excellent time management skills.
  • Ability to utilise and manage complex IT systems.
  • Ability to make decisions.
  • Highly proactive and motivated.
