Project Overview and Role
The Chief of Party is a full-time position for an upcoming USAID-funded award in Ghana. The upcoming health systems strengthening project will support Ghana’s commitment to achieve universal health coverage by 2030. This position is contingent upon funding and donor approval.
Reports to: Project Director
Duration: 5 years
Location: Accra, Ghana
The Chief of Party shall provide overall leadership, direction, program management and oversight, and serve as principal liaison to USAID and the Ministry of Health (MOH).
Responsibilities
• Provide overall project leadership, management, technical direction, and guidance to the project team, including staff, consultants, and partner organizations.
• Serve as the project's primary point of contact with USAID, other implementing partners, MOH, and other stakeholders; ensure alignment and harmonization with other programming where appropriate, including public/private sector partnerships
• Oversee development and monitoring of work plans and budgets and coordinate partner efforts in project implementation, as well as quarterly, annual, and technical reports
• Ensure interventions reflect high technical quality and are in line with the project's scope of work
• Work closely with counterparts in both the public and private sectors to achieve the project's objectives
• Ensure findings and recommendations based on USAID evaluations are addressed in a timely fashion
• Oversee budget implementation and financial management, working closely with the deputy chief of party and finance director; ensure the project's preparedness for USAID audit
• Ensure the strategic and functional integration across all technical areas as well as strong collaboration with donors, other implementers, and local counterparts;
• Responsible for meeting contractual obligations, producing deliverables and targets, and achieving project results as specified by USAID;
• Represent project at national, regional, and global technical forums as required;
• Oversee project planning, contribute technical expertise as necessary to ensure project implementation, with a focus on results and financial accountability for all project activities;
• Provide strategic vision on program sustainability;
• Lead and advise on best governance principles, including ownership, inclusiveness, transparency, accountability, integrity, and ethical standards;
• Balance the interests of various stakeholders and supports participatory governance through multisectoral partnerships;
• Manage relationship with USAID, ensuring all reporting is completed in a timely way;
• Coordinate with other local USAID representatives, USG projects, as well as other development partners to ensure collaboration, integrated approach, and complementarity of the interventions;
• Establish quality control standards in-line with the country and USAID standards;
• Communicate/work with health sector leaders, including MOH, subnational health sector leaders, and key stakeholders at the national level;
Requirements
• Master's degree or higher in a relevant discipline, e.g. public health, public policy, health economics, or a related field.
• At least ten years of senior-level experience leading large-scale, complex public health programs, including supervision of staff and partners.
• Previous experience in the health sector in Ghana, and strong working relationship with the MOH is strongly preferred.
• Demonstrated depth of expertise and experience with policy development, social marketing and commodity management of health products and/or services.
• Demonstrated ability to establish professional relationships and to work collaboratively with diverse partners including host government agencies, donors, civil society and CBOs.
• Strong leadership, communication and interpersonal skills, including ability to develop and communicate a common vision and foster collaboration across an interdisciplinary team.
• Prior experience managing USAID-funded agreements or contracts.
• Demonstrated experience overseeing project start-up and close-out.
• Excellent oral and written English communication skills
