AngloGold Ashanti (Ghana) Limited is currently on a journey to redevelop the Obuasi Gold Mine into a modern, efficient and long-term profitable operation. The underground mining operation will be fully mechanized, designed to produce up to an average maximum of 5,000 t/day of ore mined.
We are seeking an experienced and self-motivated person to join our dedicated team as Land Access and Compensation Superintendent.
ROLE PURPOSE AND CONTEXT
The Land Access and Compensation Superintendent contributes to business success by ensuring that AGAG has a robust land access framework which facilitates unfettered access to land for projects as well as early development activities. The role is accountable for the implementation and improvement of the land access and compensation framework, those elements of the social investment strategy that relate to land and tenement management and the execution of a grievance management system to support timely resolution of stakeholder grievances pertaining to land access, acquisition and compensation.
KEY ACCOUNTABILITIES:
- Identify, develop and facilitate the implementation of necessary processes, procedures and controls for Land Access and Compensation during the Operational Readiness phase of the redevelopment of the Obuasi Mine
- Contribute to the development of a Land Access and Compensation framework which includes:
- National legislation and regulation
- International standards
- Land tenure and land use rights
- Public disclosure and consultation
- Valuation and compensation
- Economic and physical displacement
- Cultural Heritage
- Spatial services
- Land Access and Compensation process and procedures
- Critical Land Access and Compensation metrics, and trend monitoring and reporting routines
- Provision of subject matter expertise to line management for all related issues
- Develop and communicate a rolling (4-3-2-1) quarterly plan for the budgeted year identifying Land Access and Compensation priorities, milestones and events
- Annual Land Access and Compensation cost centre budget
- Cost centre budget risk management plan
- Defined and approved Land Access and Compensation projects
- Develop and submit the annual cost centre budget to achieve the required targets for approved Land Access and Compensation Programs
- Deliver the budget to implement the Land Access and Compensation Framework and provide line management with the resources and expertise to maintain the required stakeholder climate
- Demonstrate Safety Leadership and support improving the Culture within the IR team Safety, Health, Environment and Sustainable Development
- Manage and develop direct reports and self to capably deliver accountabilities and outputs and as development needs and plans are established
- Nurture and sustain a culture of Accountability and continuous improvement with direct reports
- Evidence of improved productivity with direct reports
- Continuous improvement project plans and implementation to improve:
- Cost effectiveness of resources
- Productivity
- Regulatory Compliance
- Risk Management practices
- Overall capability
- Fair labour practices
- Implement Land Access and Compensation stakeholder management plans for the budgeted year
- Stakeholder Engagement plan
- Stakeholder identification and Mapping plan
- Grievance Management system in place
- Incidence Reporting procedure
- Knowledge and documentation management
- Cross Department collaboration
- A subject matter expertise “pool” to leverage technical excellence throughout the business
- Statutory regulations research and engagement with relevant stakeholders
QUALIFICATION AND EXPERIENCE
Qualification
- Bachelor’s Degree in a land based discipline (Land Economy, surveying, town / rural planning and infrastructure development)
- Preferably an advanced qualification in Project Management
Experience
- Minimum of 5 years’ experience in a similar role with Three years at the middle management level
- Appreciation of cultures and approaches to participatory methodology.
- Excellent written and verbal communications skills.
Technical Competencies
- Training in Techniques of participatory methodology
- Ability to manage conflict situations including conflict resolution and analysis.
- Strong track record in building successful relationships and securing alignment between multiple stakeholders.
- Experience in relationship management, negotiations, and conflict resolution.
- Solid understanding of international best practice/standards in this area. Particularly as they pertain to land access & acquisition, economic and physical displacement
- Extensive experience in the application of national and local land legislation / regulations and procedures
Leadership Competencies
- Heightened appreciation of the social, cultural and environmental aspects of land access and management.
- Ability to translate complex information into strong, easily delivered messages, including the ability to influence, inspire confidence and build trust at all levels.
- Proven ability to manage complex matters in a transparent and inclusive fashion.
- Ability to integrate land issues into business and project planning as required
