Tullow Oil is a leading independent oil and gas exploration and production company primarily focused on Africa and South America with a portfolio of 90 licences across 16 countries.
Since 2006, Tullow has had interests in two licences in offshore Ghana. In 2008, Tullow was appointed as the Jubilee Field Operator and, working with its joint venture partners and the Government of Ghana, went on to achieve first oil in November 2010. The Jubilee field has become Tullow’s key asset generating significant high-margin oil production. Tullow’s second major discovery and subsequent development in Ghana is the TEN fields where first oil was successfully achieved on time and on budget in August 2016.

The Government and Political Affairs(GPA) Manager is responsible for developing and implementing the Company’s Government engagement strategy to manage principal risks, issues and maintain key relationships. The incumbent plays an important role in managing the reputation of TGL within high governmental circles and actively positions TGL positively to external stakeholders.
Tullow Ghana Limited is seeking to hire a Government and Public Affairs Manager based in Accra to play a key role in identifying emerging political, policy and regulatory issues of potential relevance to Tullow Ghana’s business and manages the development of positions, responses and engagement/advocacy strategies including:
- Working with the TGL Leadership Team and Functional Heads, agrees government engagement priorities for the Business Unit. Using this knowledge to develop the company’s strategy for engaging with government;
- Highlighting changes relating to political risks in Tullow’s operating environment (fiscal, regulatory, policy etc.) and assisting in the development of management strategies for identified risks. Also developing coherent, political, economic and social risk scenarios as key input to Tullow Ghana strategic planning and risk management;
- Providing regular reporting and analysis of national and regional political issues (using both field and desktop research) of relevance to Tullow’s Ghanaian and global operating environment; the Oil and Gas industry, plus ad hoc reporting of critical and topical issues as and when they occur;
- Facilitating and participates in engagement with policymakers and legislators to build their understanding of the dynamics of Tullow’s business and consequences of different policy alternative;
- Providing strategic leadership for the GPA team to achieve its objectives through team empowerment and effective delegation, while contributing to the overall leadership of the External Affairs, Social Performance and Local Content function and the achievement of Tullow Ghana Limited business objectives.
You will ideally be an experienced Government and Public Affairs professional with demonstrable experience of working in external-facing government relations/stakeholder engagement roles on behalf of a global corporate entity. You will also be able to demonstrate the following skills and experience:
- First degree from a leading university in Business, Law, International Development, Public Policy or related field. A related master’s degree or MBA would be an added advantage.
- International experience in one or a combination of the following: Economics or international business policy or strategy development, Government advocacy and/or external affairs work.
- A clear understanding of the political culture and government decision making processes in Ghana and the West Africa Region.
- Politically non-partisan and strong networking skills with significant contacts to key stakeholders in Ghana, including government, business and media.
- Demonstrable experience of and proven ability in political risk reporting and analysis of political environments (security risk reporting and analysis would be acceptable)
- Excellent communication skills – Both verbal and written
