The Environmental Justice Foundation (EJF) is seeking a highly motivated and experienced Programme Manager to implement our oceans programme in Ghana, delivering high-impact with specific outputs and outcomes.
Based in Cape Coast, Ghana, you will have responsibility for leading and implementing EJF’s programme to promote sustainability and social equity in Ghana’s fisheries, which is supported with funding from the European Union (EU) and the German Federal Government.
The project specifically aims to reduce illegal fishing, build local capacity for, and participation in, fisheries management and the protection of marine resources, while promoting sustainable alternative livelihoods.
Managing our existing local team, working with our Ghanaian partners and reporting to EJF's Executive Director, your role will be key to the delivery of the project’s goals, on time and within budget.
You will help mentor local staff and oversee their work according to agreed key performance indicators (KPIs), and ensure highly cost-effective and efficient project implementation. EJF has a strong emphasis on impact and efficiency.
You will lead extensive engagement with local partners and government agencies, and ensure effective project outreach including through local and national media, and social media platforms.
Your role will cross sectors and skill-sets, including research and field investigations, through to capacity-building (video, vessel monitoring); outreach and advocacy.
You will work closely with EJF’s film unit, communications team based in London and provide highly detailed regular reporting to the Executive Director and Senior Management Team.
You will have the following skills and attributes:
- A proven track record of leading and delivering high-quality, high-impact development and/or environmental programmes.
- Understand and have experience of institutional donors, grant reporting and budgets. You are skilled at tracking activities and outputs according to agreed needs and KPIs, compiling reports and flagging issues that require additional discussions to identify the best way forward.
- Strong and dynamic leader ship skills, you are able to mentor and motivate to get the best from EJF’s local team and project partners, whilst being flexible to changing needs and opportunities.
- Work effectively under pressure and in remote situations and can ensure that your team is equipped and well-managed to deliver strong results in challenging situations.
- A great communicator, able to deliver winning presentations to diverse audiences, including government, media, local partners and coastal communities.
- Understanding of budgets and the need for the most efficient and effective use of resources; creating results-driven actions, alongside detailed monitoring and evaluation of impact.
- A proven researcher, able to collate information to best effect, liaising with EJF’s international team to produce high-impact communications materials.
- Resourceful, able to bring skills in capacity building, training and relationship management to ensure the long-term impact and durability of the programme.
- A great negotiator, able to be diplomatic and tactful to secure the right outcomes. You have good cross-cultural awareness and a genuine interest in working with communities to improve their lives and protect their environment.
- A relevant academic degree.

In return, you will receive the following benefits package;
- Salary £38,000 – £48,000 (dependent upon skills and experience)
- Monthly subsistence/accommodation allowance (up to £300 / month)
- 28 days annual leave per annum (including Ghanaian public holidays), increasing by 2 additional days for each year of service.
- Economy flights (on an approved airline) to and from Accra for start and end of mission; plus one return flight per year to the UK for personal use (booked in advance to secure cheapest fares)
- Comprehensive medical and travel insurance, plus generous tax-free death in service benefit
- UK pension contributions, rising generously according to length of service.
