MEASURE Evaluation is been supporting the Department of Social Welfare (DSW) under the Ministry of Gender, Children and Social Protection (MGCSP) for approximately 1.5 years in Ghana’s reform of alternative care for children. To-date we have completed a national assessment of the alternative care system and identified indicators for routine monitoring. We are looking for a consultant to provide technical and coordination support in Accra, Ghana.

The consultant will provide ongoing technical assistance, mentoring, and implementation support to build capacity of government partners and lead country stakeholders in collaboratively undertaking activities supported by MEASURE Evaluation. Activities will be organized around post-assessment follow-up, continued capacity building of the Department of Social Welfare (DSW) under the Ministry of Gender, Children and Social Protection (MGCSP), involvement of new stakeholders needed to implement and monitor the action plan, and supporting a the national system for routine monitoring of alternative care for children.

Post-Assessment Monitoring and Action Plan Implementation
* Coordinate regular in-country meetings with “Core Country Team” (CCT) members (MGCSP, DSW, UNICEF, USAID, University of Ghana, and civil society); Support the roll-out of monthly CCT meetings as part of the action plan implementation and monitoring in 2019
* Support DSW to monitor the progress of the action plan developed in December 2018
* Contribute to the development of reports during all phases of the action plan implementation and monitoring phases

National routine monitoring and evaluation support

Support MEASURE & DSW to revise Department reporting forms
Continue to build the capacity of DSW to monitor and collect routine data using the revised indicators and data collection tools at district/regional levels, including:
Assist with the piloting of new indicators, conducting site visits, ensuring data is collected and training district/regional staff as needed
Work with MEASURE & DSW to draft M&E Guidelines; if required, train district/regional staff on the use of the routine monitoring guidelines
Support DSW to coordinate and facilitate M&E subgroup meetings

General

* Liaise with stakeholders including government, USAID and/or UNICEF about activity
* Coordinate meetings and workshops, prepare agendas, organize venues/catering/transport/per diem and other logistics as necessary; liaise with Palladium office in-country if needed for support with workshop payments and per diems
* Support facilitation of bi-monthly webinar series; assist CCT to prepare and lead one webinar in 2019
* Other tasks as assigned
* Masters degree or higher in statistics, international development, or related field
* At least 3 years professional experience in monitoring and evaluation (M&E)
* Experience developing routine monitoring indicators
* Experience developing data collection / reporting forms
* Knowledge of M&E systems, including databases, data quality processes, data use, etc.
* Experience in government M&E systems preferred but not required
* Experience working with government agencies and high-level stakeholders
* Flexible work schedule; available to work 30-50% of the time
* Based in Accra
* Ghanaian applicants preferred; international applicants will be considered only if based in Accra and have authorization to work in Ghana
