The Fiscal Affairs Department (FAD) of the International Monetary Fund (IMF) is seeking an experienced Public Financial Management (PFM) expert for the West Africa Regional Technical Assistance Center 2 (AFRITAC West 2), located in Accra, Ghana. AFRITAC West 2 provides capacity building (CD) support to Cape Verde, the Gambia, Ghana, Liberia, Nigeria, and Sierra Leone. The successful candidate will help strengthen public financial management in these countries by assisting with PFM reform implementation, particularly in the areas of macro-fiscal frameworks, budget formulation, public investment management, fiscal risks management, and fiscal transparency.

Part of a small team, and working closely with staff from IMF headquarters, the regional PFM advisor will coordinate and deliver PFM CD support to ministries of finance and related institutions in these countries. In doing so, s/he will engage with senior officials and technical staff, as well as with other CD providers. The PFM advisor will also support the center coordinator in developing and implementing the AFRITAC West 2 PFM work plan in close consultation with FAD; participate in headquarters-led CD activities; hire and supervise short-term PFM experts; and deliver training events such as regional workshops and seminars.

The advisor is expected to be appointed for an initial period of one year, on a renewable basis of up to four years. S/he will work under the general administrative direction of the center coordinator, while on technical supervision and substantive issues s/he will report to FAD staff in Washington D.C.

 

Qualifications

Applicants should have a relevant university degree or equivalent (at least at master’s level), preferably in economics, finance or accounting. Preference will be given to applicants with a minimum of 10 years of practical experience in a senior line or advisory position within a ministry of finance, international financial institution, development partners, or major consulting firm.

The successful candidate would have broad experience of supporting the implementation of PFM reforms, strong English oral and written communication skills, excellent interpersonal skills, the ability to maintain effective and cooperative relations with national authorities and donors at a senior level, and a willingness to travel extensively. Experience in organizing and conducting training courses and workshops would be desirable. Experience in delivering CD support in developing countries, and work experience in the AFRITAC West 2 region, would also be an advantage.

Candidates not selected for this position may be considered for regional advisor positions in other regions or for FAD short-term expert assignments.
