Systems for Health (S4H) project seeks to improve access to and quality of family planning; maternal, newborn, and child health (MNCH); nutrition; malaria prevention and treatment; and interventions to improve the management and performance of health systems that support those services in Northern Region.
We seek to recruit a Northern Region Clinical Advisor who will provide relevant technical leadership and management for a five-year USAID Health Systems Strengthening project. Under the supervision of the Chief of Party or his/her delegate, the Clinical Advisor will oversee the clinical elements of health-program activities, including technical input and guidance. Working closely with the GHS/Regional Health Directorate in Northern Region, the Clinical Advisor will lead efforts liaising with the government, ensuring effective and high-quality, and integrated health programs at the regional level. S/he will work closely with the Project’s (PATH) Newborn Advisor. Deputy for Maternal, Newborn, Child Health, and Nutrition and US based technical experts in identification and provision of technical support and ensure technical quality of intervention design and implementation.
Specific duties and Responsibilities:
- Ensure the quality of activities being implemented.
- Provide supportive supervision to the clinical staff.
- Participate in implementation of the work-plan activities at regional level.
- Report on the clinical activities of the regional office, in a timely manner.
- Identify gaps in service delivery and develop strategies and plans to address them.
- Attend health coordination meetings and communicate relevant information to health staff and Regional Coordinator.
- Conduct regular field visits to identify opportunities for expansion of and improvements in program efficiency and quality.
- In coordination with the Regional Coordinator, liaise with partners, sector working groups, and government stakeholders, including ministry of health, to ensure programmatic goals and strategies are in line with national and international priorities to reduce gaps in health systems and sustainability of quality projects.
- Provide technical review and approval of technical materials
- Provide technical assistance, feedback, and recommendations to support implementation of program activities, especially in quality improvement and staff capacity development around health program interventions.
- Assist the project in close out activities as assigned by the COP
Required Skills and Experience
- Strong knowledge of Ghana Health System is preferred.
- Strong verbal and written English communication skills.
- Excellent planning, management and organizational skills.
- Proven ability to develop effective working relationships with stakeholders at all levels.
- Strong writing and analytical skills, including ability to communicate technical matters to a range of audiences.
- Proven leadership skills, including effective skills in developing interpersonal relationships, negotiations and conflict management.
- A medical doctor, with a Master’s in Public Health preferred, Senior Public Health Nurse, a minimum of 6 - 7 years, preferably more, relevant experience as a senior-level manager of health programs, preferably within the GHS, experience in working with local NGOs and community-based organizations. Previous experience working for USAID-funded health projects, knowledge of and experience with integrated-service delivery and how to integrate activities across all four technical areas of Systems for Health.
Candidates must have legal authorization to work in Ghana.
