Project Overview
The USAID Systems for Health Project is working with the Ghana Health Service to strengthen its efforts to reduce preventable child and maternal deaths, reduce unmet need for family planning, reduce childhood mortality and morbidity from malaria, and improve nutritional status for children under five and pregnant women. We are working to strengthen vital health system building blocks while promoting CHPS (community-based health planning and services), strategic behavior change communication, and targeted demand generation to maximize service delivery coverage.
University Research Co., LLC (URC) and its partners share the vision that, by 2019, Ghana’s health system will be sufficiently robust that the Government of Ghana (GOG) and its health workforce, in partnership with the communities they serve, will be able to sustain equitable access to, demand for, and use of high-quality, high-impact health services with reduced external support, especially in the five regions targeted by Systems for Health: Greater Accra, Central, Western, Volta and Northern.
USAID funded Ghana Systems for Health Project is seeking for an experienced Quality Improvement Advisor. He/she will work closely with the Senior Quality Improvement Advisor and other project staff as well as Ghana Health Service to develop and/or strengthen plans to strengthen cross-cutting health systems functions and high-impact clinical interventions. This will include enhancing the capacity of regional and district managers as well as providers to apply QI principles to strengthen health service delivery.
Roles and Responsibilities:
- Provide support to the implementation of the project’s QI portfolio and ensure the integration of QI approaches across all project components.
- Liaise closely with central-level Ghana Health Service, particularly the Institutional Care Division, to ensure the implementation of harmonized approaches to integrated supportive supervision.
- Provide technical support to regional and district health management teams in reviewing capacity and progress in using QI to improve compliance with national guidelines
- Support improved data collection, analysis, and use of key project indicators by Ghana Health Service, USAID, and local partners for timely and effective decision making and planning.
- Facilities regular peer exchange and shared learning opportunities within districts and regions.
- Support the development and dissemination of coaching tools and materials.
- Provide technical support and coaching as needed to regions and districts to carry out supportive supervision of health facilities.
- Strengthening communication about quality improvement and exchange of best practices among project stakeholders in order to expand capacity and further increase support for quality improvement.
- Synthesize, document and disseminate the process of institutionalizing quality of care into existing health service structures.
- Any other tasks as assigned by supervisor or Chief of Party.
Required Skills or Experience
- Master’s in Public Health Social Sciences, Health Sciences, Population Studies or a related field.
- Minimum of seven (7) years’ work experience in the health sector; of which five (5) should be in quality improvement.
- Monitoring and evaluation with an international organization, research institution or government.
- Ability to analyze data
- Ability to work independently and take initiative.
- Good report writing skills.
- Capacity to design and manage result-oriented programs and to bring conceptual innovations in the technical support provided as expert.
- Demonstrated competence with USAID monitoring and evaluation systems and reporting requirements.
