The Ministry of Education has received a grant from the DFID and intends to apply part of the proceeds to fill the following Short-term positions to deliver reforms in three main priority areas. These priority areas include improved learning outcomes, enhanced accountability and equity at all levels of the education sector.

For Support or Fraudulent Activity Report

 

Job Purpose:

  • Produce concise progress reports which identify accomplishments,challenges, lessons that will need to be addressed at the higher policy level and these issues are raised through the Technical Working Group and 
    Steering Committee.

 

Scope of Work/Tasks:

  • Responsible for developing a Communications plan to communicate key messages and signals internally (to the system) and externally (to the public) 
  • Work to ensure optimal visibility and foster a culture of urgency and ownership throughout the reform system 
  • Work closely with Reform Owners and with external bodies, including media institutions to maximise opportunities for advocacy and stakeholder mobilisation and engagement in reforming Ghana's education system 
  • Support the development of the role and capacity and the activation of Civil Society Organisations to improve outcomes in the education sector 
  • Work with the Communications officers of the education sector to conduct communications needs assessment exercise and stakeholder analysis for the education reform agenda 
  • Develop a communications strategy and select effective, efficient and innovative communications tools to utilise in community advocacy activities 
  • Generate support for the Reform Agenda and develop strategic alliances through leading effective advocacy efforts at all levels of the education reform 
  • Communicate success, lessons learnt, programme best practice and evidence of impact to different audiences and all key stakeholders 

 

Report to: National Education Reform Coordinator 

Location: Accra with 40 % field travel 

Results

  • Sustained communication to reach all stakeholders (national, regional district authorities, traditional and political authorities, universities, teacher unions etc) including the srakeholders outside the education sector, resulting in increased levels of awareness, engagement and ownership among education reform owners and stakeholders. 

 

Recommended For You:

 

Required Skills or Experience

  • Degree in communications, social PR, journalism or relevant field 
  • Knowledge of communication tools used for development (radio, TV, social media, public campaigns)
  • Ability to develop communication tools for people who have low literacy, speak different local languages, who may not have access to electricity or TV 
  • Extensive experience of designing communications initiatives for development 
  • Experience in balancing different political interests in driving the national reform agenda
  • Experience of working in Ghana or lower middle-income countries(in Africa) with limited access to written information
