Purpose of the position
Position is responsible to provide overall strategic leadership, oversight and management support to programs staff for all aspects of programming in the National Office. It will provide leadership oversight to the National Office in operationalizing the strategic ministry priorities into programming and ensure all programs are managed effectively and contribute to Child Well-Being Outcomes in line with the National Office Strategy.
The position will facilitate effective integration of various lines of ministry and funding streams to achieve program effectiveness. Integration and mainstreaming of Christian Commitments, Gender, Disability and Environment, and Peace will be a considered priority of the Integrated Programs Director. The position will ensure that programs meet community and donor accountability requirements in line with World Vision’s policies and standards and provide leadership in external engagement with active donors and partners and prospective investors, Church leaders, the private sector, senior government officials and other NGOs in relevant programming and operational matters.
Major Responsibilities
Leadership
- Provide overall strategic leadership to the IP team
- Provides purpose and direction and communicates the vision and goals in a clear and compelling way.
- Empower a new generation of program leaders and technical specialists within WVIG.
- Provide overall leadership for the successful development, elaboration and roll out of the National Office and AP strategic and operational plans.
- Model a high standard of personal Christian leadership, ministry and integrity through lifestyle and work relationships support spiritual development of his/her team.
- Provide leadership for effective programming in interfaith contexts.
- Ensure annual Integrated Programs (IP) budgets for programs are developed, expenditures monitored and corrective actions taken for timely implementation of impactful programs benefiting children.
- Ensure programs achieve Child Well-Being Outcomes in line with the organization’s Ministry Framework and Development Approach, and NO’s strategic priorities and program designs.
- Ensure full and timely execution of the NO AOPs and efficient Budgets utilization.
- Ensure that Integrated Programs are managed and executed well as per plans within time and budgets, meeting donor and community accountability.
- Provide leadership for the effective oversight of disaster management and HEA functions, based on Partnership protocols and standards, including the development and implementation of a National office disaster preparedness plan.
- Facilitate the Program Capability Review and the implementation of the operational aspects of the Organizational Capacity Plan (OCP).
- Provide oversight to operational risk management, including ensuring the implementation and maintenance of core security requirements
Strategic Management & Engagements
- Ensure that the national office strategy is ambitious, relevant to community and country context and aligned to WVI global strategy
- Ensure that national office strategy is understood and cascaded to all levels of the Programs division
- Promote innovation among the IPD team to maximize ministry growth and impact
- Develop and implement strategies for intentional and mutual learning among IP staff between programs and between other regions (a wider geographical area).
- Conduct operational risk management, including ensuring the implementation and maintenance of core security requirements.
- Ensure that staff are assisted to understand, internalize and demonstrate the following: World Vision TD Frame – Domains of Change /Child Well-being Aspirations ; Child Well-being Outcomes; & Child Well-being Targets, and perspective of poverty
- Ensure that all program interventions are supported and implemented as per LEAP, and other partnership and donor standards.
- Ensure a learning culture, evidence based programming and documentation of best practices and industry standards.
Grants Management
- Provide leadership on strengthening management of grant projects. Monitor the entire grant management process and ensure proper compliance to donor requirements and regulations, including the sub-grant partners.
- Manage donor concerns (government/private donors and support offices) ensuring proper resolutions for both parties have been reached.
- Provide support including prepositioning of World Vision with in-country donor representatives, responding to appropriate requests for applications for bilateral and multilateral sources in coordination with relevant SOs and management of grant funded programs.
- Provide leadership and support for new Program development, improvement in Program quality and Program transition in line with business plan.
- Ensure the proper integration of Christian Commitments, Advocacy, HEA, sectorial program and cross cutting themes (e.g., Child Protection, Environmental & Climate Change, and Gender) in programming across all funding types.
Accountability and Quality Assurance
- Provide leadership for quality programming, innovative designs, monitoring, evaluation, reflection, learning and reporting of all WVIG’s Program interventions according to WV (including LEAP) and global standards
- Ensure that findings and recommendations from various accountability mechanisms such as Peer Review, Operational and Finance Audits, Program evaluations, Program Capability Review, are acted upon in a timely and effective manner.
- Provide leadership and management and stewardship of donor and organizational resources under the field operations responsibilities
- In close working with functional heads, ensure provision of good quality services to programs and programs in turn comply with partnership standards, policies and protocols, including all relevant sections of the Field Finance Manual.
- In close collaboration with the People & Culture Director, ensure right program staff are recruited, retained and provided with intentional opportunities, mentoring and coaching for development
- Provide leadership for effective implementation of internal control systems are implemented to mitigate risks and ensure accountability that will result in good audit ratings
Networking and Coordination
- Ensure effective bilateral and multilateral donor engagement, national level engagement, support office relationships and alliances/civil society networks.
- Build and maintain effective communication and partnerships with SO partners at all times.
- Ensure that local level programming contributes to national level advocacy strategies.
- In the spirit of twin citizenship, contribute to knowledge sharing and collaborative learning through internal avenues such as the Field Operations Leader CoP.
Capacity Building
- Provide strong and positive leadership to the IP department ensuring competent and motivated staff are hired and retained.
- Support professional and personal development of staff through on the-job coaching, identification of learning and training needs and opportunities.
Working Environment / Conditions
- Work environment: Office-based with frequent travel to the field
- Travel: 15 % Domestic/international travel is required.
- On call: As required
Required Skills or Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the job training;
- The position holder should have a Master’s degree in International Development, Program Management, Business Administration, Public Health, Economics, Rural Development or related field.
- Minimum of 8 years’ experience with a thorough understanding of all areas of project management cycles in a complex, international development organization especially in development and Relief Projects. 7 years should have been at a managerial level.
- Demonstrated leadership results in complex situations
- General understanding of at least four of the following programmatic sectors: Health & Nutrition; Livelihoods & Resilience; Education; WASH; Disaster Risk Reduction; Food Assistance and Emergency Response.
- Demonstrated track record in proposal development, funding acquisitions and grant management for major government donors preferred.
- The position holder must be results oriented and team a player.
- Deep knowledge of WVI working systems, policies and standards will be an advantage
Preferred Skills, Knowledge and Experience
- Training or certification in Portfolio and/or Program Management with accredited institutions.
- Ability to engage at a strategic level with senior government, UN and INGO officials.
- Ability to lead a multi-cultural team with an empowering and outcome oriented approach.
- Strong budgetary and financial management skills.
- Proficiency in written and spoken English.
- The person must be results oriented, able to handle public relations, able to satisfy donors and a team player.
