OBJECTIVE: The Operations Superintendent will be responsible for supporting the Plant Manager by overseeing all the operational functions of the processing modules. The Operations Superintendent will lead a team of engineers and mechanics in maintaining the smooth operations of systems and procedures associated with the proper production of natural gas liquids. This will include managing safety protocols, establishing compliance with regulatory requirements, maintaining highest standards of safety, environmental responsibility, operational efficiency and conducting strategic analysis to enhance the planning and execution of the gas conditioning activities.

KEY RESPONSIBILITIES:

  • Operational Management: Provide strong leadership to the Operations team, oversee the day-to-day operations of the terminal facilities, and assist the Plant Manager to develop an SOP to ensure that the plant operates efficiently and safely.
  • Safety & Compliance: Establish and enforce safety protocols, operating procedures, and environmental regulations to maintain a safe and compliant facility.
  • Plant Operations & Process Optimization: Continuously identify opportunities for process improvement, energy efficiency, and cost reduction.
  • Budget and Financial Management: Develop and manage budgets, forecasts, and prepare financial reports to support the terminal’s operations and ensure that financial goals are met.
  • Quality Control: Monitor and ensure that the quality of natural gas liquids produced meets specified industry standards and requirements.
  • Emergency Response: Develop and maintain emergency response plans and ensure all staff are trained for effective response to incidents.
  • Reporting: Support the Plant Manager to prepare regular reports for senior management and clients, detailing daily, weekly, and monthly processing plant performance, safety, and compliance metrics.

ENGINEERING, PROCUREMENT & CONSTRUCTION (EPC)

  • Assist the EPC Project Team during the Construction, Installation and Commissioning Phase.
  • Review Authorized For Construction drawings (AFCs), P&IDs, and commissioning checklists.
  • Review all Red Lines and As Built Drawings to confirm accuracy and compliance with original designs and modifications.
  • Assess the operational performance and integrity of equipment and other machinery such as the pumps, compressors, heat exchangers, towers, valves, etc.
  • Supervise the completion of installation tasks during the construction phase, while ensuring adherence to industry regulations and company policies.
  • Develop project specifications, cost estimates, and schedules for process-related activities.
  • Conduct technical studies and analysis to troubleshoot process issues and propose solutions during construction, pre-commissioning and after commissioning.
  • Lead the team in conducting simulations and modeling to optimize process parameters, equipment sizing, and performance.
  • Make recommendations to the HSE Team to develop strategies to improve health, safety, and environmental standards at all production systems.
  • Ensure that warranty and punch list issues are effectively managed during construction and after commissioning of the plant.
  • Ensure adherence with quality assurance and quality control (QAQC) standards.
  • Ensure compliance with safety, environmental regulations, and responsible handling of hazardous materials.

OPERATIONS & MAINTENANCE (OM)

  • Oversee the safe and efficient operation of the gas processing facility, including cryogenic separation, fractionation towers, and product storage.
  • Oversee the Distributed Control System (DCS) operations to ensure process stability and optimize process conditions to maximize recovery efficiency.
  • Ensure optimal operation of fractionation columns; Demethanizer, Deethanizer, Depropanizer, Debutanizer.
  • Oversee the maintenance and repair of terminal equipment, buildings, and infrastructure.
  • Lead startup, shutdown, and emergency response activities.
  • Assist the Plant Manager in the resolution of technical and operational issues.
  • Responsible for compliance with Process Safety Information (PSI), Safe Operating Limits and Consequences of Deviation, Process Hazards Analysis, Management of Change (MOC), Mechanical Integrity & Pre-startup Safety Reviews
  • Perform process troubleshooting. Identify, report, and develop solutions to plant production bottlenecks.
  • Support and comply with all process safety management and risk management plan practices (EIS, PSM, MOC, etc.)
  • Optimize performance of critical equipment.
  • Lead turnaround planning and execution, ensuring minimal impact on production.
  • Ensure reliability programs such as vibration analysis, thermography, and condition monitoring are effectively implemented.
  • Partner with the Reliability Team to execute predictive, preventive and corrective maintenance to eliminate catastrophic failures and unplanned maintenance.
  • Review the supporting documentation for permits to work and submit it to the Plant Manager for approval.
  • Ensure quality checks and procedures are duly carried out and documented, monitor non-conformances at the terminal.
  • Act as Plant Manager during his absence.

PROCUREMENT

  • Responsible for all Purchase and Service Order Agreements associated with the scope of work.
  • Ensure that all the necessary requests are raised on the Procurement / Accounting system (Sage X3).
  • Follow-up on the releasing of approved funds.

FINANCE

  • Assist the Plant Manager in the preparation of the monthly budget.
  • Develop and manage all budget items, including cost control and expenditure forecasting.
  • Ensure the budget is in line with the department’s scheduled activities.

ORGANIZATIONAL DEVELOPMENT

  • Supervise the team to execute assigned projects within deadlines and budget.
  • Develop and implement necessary measures to ensure flexible work practice and team building.
  • Carry out performance appraisals and development plans (including training) with subordinate staff.
  • Implement training and development program for staff in line with the organization’s technical and business needs.
  • Coordinate the rotational schedule (on and off duty) of subordinate staff.

QUALIFICATIONS:

  • Bachelor's degree in Process, Petroleum, Chemical, Mechanical, Electrical, Petrochemical Engineering or other related engineering disciplines is mandatory.
  • Master's degree in Engineering, Business or Management is a plus.
  • Multicultural experience is mandatory.
  • Proficiency in French is a plus.

 

KNOWLEDGE & EXPERIENCE:

  • A minimum of 8+ years of experience and competence in a similar role, with demonstrated competence in the oil and gas midstream and downstream sectors, specifically in gas conditioning, processing, cryogenic storage plant operations, and distribution management.
  • Proficient in Microsoft Office Suite (Excel, PowerPoint, Word).
  • Familiarity with regulatory requirements for operating plants, including Process Safety Management, OSHA regulations, EPA regulations, EEOC guidelines, and other federal and local requirements.
  • Familiarity with Instrumentation and Industrial Automation, Supervision Systems (SCADA and HMI), PLC-PAC programming, and industrial networks.
  • Full understanding of the best global practices and value chain function in the oil & gas sector.
