Job Description

The Making Every Baby Count Initiative (MEBCI 2.0) Bridge to Scale Project.

The Program Assistant position will support the Program Manager for Kybele’s grant funded project, “The Making Every Baby Count Initiative (MEBCI 2.0) Bridge to Scale.” The aim of this project is to improve care for sick and small newborns in Ghana’s secondary and tertiary level hospitals. Specifically, the initiative seeks to build the capacity of frontline staff to provide advanced-level newborn clinical care, support ongoing quality improvement, provide essential equipment and supplies, bring operational protocols in line with global standards and best practices, and strengthen referral within and between hospitals.

Ultimately, MEBCI 2.0 aims to reduce institutional perinatal mortality in four high-volume regional referral facilities and provide a template for scale-up of advanced newborn care in Ghana. This bridge to scale project is focused on establishing a district hospital training package, including training relevant district level health care workers and embedding clinical care practices through quality improvements efforts, tracking the multi-layered data system established at the regional hospital to measure clinical and operational processes and impact, and adopting policy and internationally accepted standards for advanced newborn care.

Roles and Responsibilities

The Program Assistant will directly support the Program Manager for the successful implementation of all Project activities—assisting overall project coordination, regular reporting on project details and project targets, and providing quality assurance oversight. Ultimately, the Program Assistant will ensure the program is implemented with fidelity to the evidence-based model, is aligned with the detailed implementation plan and project budget, and is carried out in compliance with funder requirements.

The Program Assistant will report to the Program Manager and will spend 100% of his/her time on the Project. The program assistant will be based in Accra and will frequently travel to target health facilities in the project regions across Ghana. Key responsibilities for the Project will include, but not be limited to, the following areas:

Project Activity Coordination: 

  • Assist the follow-up of planned activities and provide coordination support to Kybele’s Making Every Baby Count Initiative 2.0 BTS , including planning and coordinating training in relevant facilities, liaising with facility leadership, staff, clinical champions and coaches to ensure quality implementation, ensuring completion of various assessments from each site and transfer of findings to appropriate staff, and together with the Program Manager, support under-performing health facilities through site visits and virtual technical advice following consultations with the relevant national and international experts
  • Plan and oversee the successful training of district health facility staff
  • Assist the Program Manager to ensure that all hospital assessments, training, follow-up visits, and data collection are completed according to the approved project objectives and timelines
  • Document progress towards project objectives and report any barriers to project success

Survey Administration: 

  • In collaboration with the national or regional Ghana Health Service staff, champions and the Program Manager, visit health facilities to initiate or follow up on institutional and staff surveys

Project Liaison: 

  • Assist in communication with facility heads, heads of departments, following up letters, phone calls and communication of activities with, relevant Regional and District Health Administrations and divisions the Ghana Health Service (national level), relevant leadership Clinical Champions and at the target health facilities.
  • Assist the Program Manager and the Kybele team to liaise between international and national experts in providing technical support, remotely and in-person, to local staff, clinical champions and data collectors
  • Participate as a Kybele representative and note taker in the Ghana Health Service’s newborn health policy meetings and other meetings relevant to newborn policy and programs
  • Participate in regular check-ins with Kybele management and other relevant team meetings
  • Assist the Logistics and Program Managers to organize any on-site or virtual meetings with partners, funders and GHS leadership
  • Liaise with office property owners and other service providers as necessary

Logistics Coordination: 

  • Collaborate with the logistics manager to ensure adequate stocks of relevant supplies procurement and stocking, certificate preparation, and material preparation (e.g. printing, copying, collating, etc.) for Kybele team visits and trainings
  • Support financial management through careful tracking and recording of receipts and expenses
  • Keep a strict logbook of all commodities purchased and given to target hospitals
  • Participate in weekly Project coordination calls

Required Skills or Experience

Qualifications and Experience

  • Advanced educational training, preferably in a clinical related degree related to maternal health or newborn health administration or related degree
  • A minimum of 5 years’ experience in program or office coordination, preferably working on a grant-funded project that focused in delivering a health-related intervention.
  • Experience in planning and coordinating training at health, district or regional facility level
  • Experience working with Ghana Health Service especially at the national and regional level is advantage
  • Capacity to plan, prioritize and to manage multiple demands and deadlines, and to work comfortably in a fast-paced environment
  • Outstanding written and verbal communication and interpersonal abilities, including the ability to work both in-person and virtually with Kybele staff
  • Proficiency in MS Office (Excel, Word and PowerPoint)
  • Attention to detail and problem-solving skills
