Tetra Tech is implementing the five-year, USAID-funded Power Africa Empower West Africa Activity. Building on a decade of Power Africa success, Power Africa Empower West Africa aims to close the energy poverty gap in the region by increasing the supply of and access to affordable and reliable electricity.

By 2029, Power Africa Empower West Africa aims to establish six million new electricity connections; reach financial close for 2,500 megawatts of new generation capacity and 1,500 kilometres of new power lines; and achieve sales of 40,000 productive use of energy (PUE) devices.
Position Summary
Tetra Tech is recruiting a Procurement Specialist that will report to the Deputy Operations Lead and support procurement activities, including but not limited to, developing bid documents and managing bid process from solicitation, evaluation, negotiations, to contracting. This position is full-time, and all interested candidates must be eligible to work in Ghana.
Position Responsibilities
- Draft procurement documentation, including RFQs/RFPs, evaluation memos, negotiations, and sole source justifications.
- Oversee the technical evaluation committees, including preparation of selection and negotiation memos to detail the process of evaluation and results of selection.
- Lead negotiations with bidders and respond to bidder inquiries related to the evaluation or procurement process.
- Prepare and issue notifications of award, as well as subcontract agreements, service agreements, and purchase orders.
- When required, prepare Consent to Subcontract requests, including the request letter and negotiation memo, for submission to USAID.
- Ensure compliance of all agreement terms & conditions.
- Resolve day to day procurement/vendor issues.
- Formulate Procurement Plans for Power Africa Empower West Africa Activity and ensure their implementation as needed.
- Generate different procurement management reports as needed.
- Ensure execution of transparent and efficient procurement processes and adhere to the Procurement Integrity Act.
- Ensure compliance of procurement activities with USAID rules, regulations, policies and strategies.
- Administer all procurement activities of Power Africa Empower West Africa’s localization hub, including application setup, intake of local partners, application review, due diligence, preparation of award package, management and close-out.
- Liaise with outcomes leads on local partner intake process in local context.
- Advise local partners on relevant USAID and Power Africa Empower West Africa operational policies and procedures related to their awards.
- Monitor and review local partner reports and process payments.
- Assess needs for and implement subcontract modifications.
- Maintain procurement documents and update procurement tracker.
- Continuously identify ways to streamline procurement and contracts procedures and processes.
- Provide necessary support to the Home Office Contracts Manager in Arlington-US on all aspects of procurement planning, including due diligence and anti-corruption efforts for accounting and financial management systems.
- Perform other relevant duties as assigned.

Required Qualifications
- Bachelor's degree in economics, business, accounting or a related field.
- Minimum of 5 years experience in an equivalent position.
- Strong oral and written communication skills to effectively liaise with local partners and technical staff.
- Demonstrated successful interpersonal skills.
- Demonstrated experience with USAID acquisition and assistance rules and regulations.
- Prior experience in administering procurements for USAID-funded or other donor projects.
- Proven ability to handle multiple tasks in a fast-paced, deadline-oriented environment.
- Strong Microsoft suite skills (Teams, Word, Excel, PowerPoint, etc.).
- Fluency in English (reading, writing, and presentation skills).
Preferred But Not Required Qualifications
- Experience with administering and issuing grants.
- Experience in budget review and cost analysis.
