The Activity is a five-year program that aims to improve the accountability of the education system in Ghana, with a focus on improving the performance of education system actors, improving education management, and increasing citizen engagement. The purpose of the SAGES Systems Strengthening Activity is to improve primary education service delivery through institutionalizing accountability in the Ghanaian primary education system.
Expected Outcomes
- Enabling environment for accountability established through effective implementation of activities.
- Performance and interactions of all key actors improved through increased institutional capacity to implement systems for accountability at the Ministry of Education (MoE) and its agencies.
- Data management systems for accountability enhanced in MOE and its agencies.
- Data dissemination and utilization to enhance accountability.
Africa Education Watch is therefore looking for a Senior Technical Advisor to be based in Accra to support the implementation of The Strengthening Accountability in Ghana's Education System (SAGES). The Senior Technical Advisor – Systems Strengthening Activity is a key staff of the SAGES Systems Strengthening Activity with the primary responsibility to support the Ministry of Education (MOE) and its agencies/affiliates (GES, NaCCA, NaSIA and NTC) to operationalize the Education Accountability Framework (EAF) and support the planning, implementation and supervision of interventions to strengthen accountability systems in the 17 districts in USAID’s Zone of Influence (ZOI) and improve learning outcomes in schools. This position is embedded as a technical advisor in the Project Implementation Unit (PIU) in the GES.
The STA/SSA is the primary coordinator of the PIU. S/he provides technical guidance and support to the MOE and its agencies to establish the foundation needed for accountability in the primary education system, with a focus on financial resources, rules, roles, and relationships effective.
Responsibilities
Embedded Technical Assistance to the Project Implementation Unit. (LOE: 70%).
- Provide technical assistance for G2G implementation as appropriate in systems strengthening within MOE/Agencies
- Support activities that will strengthen MOE system actors to better budget, plan and manage financial resources to implement the EAF.
- Support activities to define rules to enforce the system of accountability. This includes supporting the MOE to develop a system of accountability, or administrative regulations, to ensure incentives are in place to guide and motivate the behavior of key actors and to define the minimum performance standards and expectations for all key actors, including identifying relationships among actors.
- Support Activities to clearly define roles, responsibilities, and relationships of each system actor under EAF, including the need to increase awareness system-wide of the role of accountability in education as well as the impact of policy and budgetary decisions on learning outcomes.

- Coordinate collaboration of SAGES System Strengthening Activity within the PIU and other MOE/Agency staff
- Support MOE to hold quarterly project steering committee (SC) meetings for SAGES SSA and SAGES G2G to review roadmap progress and biannually to include ZOI Regional and District Directors to receive their feedback on delivery, challenges, and propose adaptive management approach to mitigate the challenges.
- Support MOE to hold quarterly Activity Technical Working Group (TWG) meetings for SAGES SSA and SAGES G2G to assess progress, resolve implementation bottlenecks, and make adaptations as needed.
Contribute to program, reporting, learning, adaptation and work planning in relation to system strengthening activities. (LOE: 30%)
- Facilitate policy review meetings emanating from the various studies being undertaken with regards to systems strengthening and develop tools to assess impact.
- Support the formulation of the SAGES G2G workplans.
- Support SAGES strategy development, implementation, monitoring, and evaluation; baseline, midline, endline evaluations, and other assessments of the project.
- Support the regular dissemination of information regarding the Activity’s accomplishments among stakeholders, especially the MOE and its’ Agencies
- Compile and share monthly, quarterly, and annual reports of the PIU with the Line Manager.
- Perform other duties as assigned by the Chief of Party.
Required Skills or Experience
- Advanced degree in Education or a related field.
- Academic qualifications in education policy, education development, or education management and planning are highly desirable
- At least 5+ years of experience in a leadership position responsible for developing policy frameworks, preferably in the field of education development involving activity design, guidance, training and monitoring, program development and adaptation
- Demonstrated experience working with government agencies, actors, and other stakeholders at the national and district levels.
- Proven experience working in both INGO or NGOs and USAID-funded projects in a similar capacity.
- In-depth knowledge and understanding of the education sector in Ghana.
- Proven knowledge of the structure, policies and decision-making processes of the MOE and its agencies / affiliates at the central and decentralized levels.
- Subject-matter expertise in accountability, systems strengthening, institutional capacity building in the education sector.
- Understanding and demonstrated commitment to the importance of gender, youth and social inclusion issues.
- Demonstrated commitment to principles of Gender Equity, Diversity, Inclusion and PSEAH (safeguarding), as evidenced in previous positions.
