Job Overview
Working with the headquarters-based MERL team and the project’s staff in-country the Monitoring, Evaluation, Research and Learning Advisor will be responsible for the programmatic and technical aspects related to research, monitoring, and evaluation activities for the Beat Breast Cancer project in Ghana.
Duties and Responsibilities
- Manage all MERL components of the project including overseeing the development of the project’s MERL Plan, annual work plans, quarterly reports, semi-annual and annual reports.
- Participate in the design and implementation of innovative MERL tools to measure project impact that align with the project’s strategic goals and performance indicators.
- Assist in the production of the project’s data quality assessment and reports in compliance with donor and Jhpiego rules and regulations on indicators, results and impact.

- Support the in-country project team in a routine manner on data interpretation and promote regular use of data for program improvement and management.
- Participate in the design of data quality assurance mechanisms and data validation.
- Coordinate data entry and processing and develop a data analysis plan per reporting requirements.
- Help build the MERL capacity of both local organizations and the government to design, implement, and monitor MERL activities, develop an MERL plan, and use data effectively across various levels of the health system.
- Oversee the design and implementation of operational research needs for the project in-country.
- Ensure the application of global best practices in the generation and use of routine data for this project
Required Skills or Experience
Qualifications, Knowledge, Skills and Abilities
- At least a master’s degree in public health, statistics or a related field
- A minimum of 10 years of experience in research, monitoring and evaluation of health interventions and programs.
- Ability to interact with a broad range of governmental and non-governmental actors and institutions across sectors.
- Knowledge of the Government of Ghana’s health systems structure, interventions and priorities
- Strong skills and experience in all aspects of program design and development, implementation, research monitoring, and evaluation.
- Demonstrated technical expertise in women’s cancer program implementation
- Demonstrated experience in program implementation operational research
- Strong leadership, communications, and interpersonal skills
- Extensive experience working on donor-funded projects
- Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
- Experience working on DHIS2 is an added advantage
- Strong time management skills.

- Excellent computer skills (Office Excel, Word, PowerPoint, Internet, E-mail)
- Willing and able to travel frequently to implementation regions, districts, and health facilities.
