The Environmental Protection Agency (EPA) is inviting applications from qualified professionals for the underlisted position: Project Manager (PM)

Roles

The PM will be responsible for the day-to-day management of the project and will report to the Project Coordinator (PC) on all substantive and administrative issues. The PC will, in turn, report to the National Project Director (NPD), in consultation with the assigned UNDP programme manager.

The PM will assist the PC in periodic reporting to the Project Board as instructed by the NPD and will support the PC and NPD in fulfilling government obligations under the Project. Additionally, the PM will assist in liaising with UNDP, other UN agencies, CSOs, project partners, and donor agencies providing co-financing.

Responsibilities

  • Assist the Project Coordinator in managing overall project conduct, planning activities, monitoring progress against the approved workplan, and executing project activities, including managing personnel, goods, services and drafting terms of reference
  • Monitor project events and financial resources, ensuring the accuracy and reliability of financial reports. Prepare and submit progress and financial reports to the project board and UNDP regularly, ensuring compliance with UNDP procedures and standards

  • Coordinate project inputs and manage relationships with UNDP, the Project Board, government agencies and other partners while overseeing the recruitment and management of consultants and subcontractors and monitoring project risks for project board consideration
  • Facilitate coordination with project stakeholders and partners, ensuring alignment of activities. Oversee the exchange of experiences with similar projects nationally and internationally
  • Support project assessments, audit, evaluations and coordinate training workshops to build the skills of community groups, municipalities and other partners
  • Promote gender inclusion across project activities, ensuring active participation of women in project activities, ensuring active participation of women in project design, planning, and implementation and guaranteeing equitable access to project benefits
  • Participate in program calls, forums and committee meetings, disseminate project reports and represent the project at global events like the GEF planetGOLD steering committee and ASGM forum

Qualification Required & Experience

  • A university degree (MSc or PhD) in Environmental Sciences, Environmental Chemistry, Mining, Geology or Chemical/Biological Sciences
  • At least 5 years of experience with ministries or national institutions in natural resource or environmental management, managing environmental projects (including monitoring and evaluation), specifically those related to toxic chemicals like mercury and in artisanal and small-scale gold mining (ASGM), along with a proven ability to manage technical and administrative teams, coordinate multi-stakeholder projects, and administer project budgets
  • Strong leadership, managerial and coordination skills for implementing large multi-stakeholder projects, including financial and technical aspects
  • Ability to manage technical and administrative teams, supervise multiple working groups and coordinate with subnational stakeholders, including community and government
  • Proven ability to work with diverse stakeholders across various levels to develop sustainable collaborations
  • Ability to administer project budgets, train counterpart staff and work effectively with all groups involved in the project
  • Excellent drafting, presentation, reporting and communication skills, with proficiency in managing timely and accurate correspondence
  • Strong computer skills, particularly in MS Office and Internet research
  • Strong knowledge of the political and socio-economic context of chemicals management, as well as artisanal and small-scale gold mining (ASGM) at both national and subnational levels
  • Excellent command of English and local languages
