The Strengthening Investments in Gender-Responsive Climate Adaptation (SIGRA) Project is a five-year 10M CAD Government of Canada-funded initiative that aims to improve the resilience of Ghanaian citizens through increased investments in inclusive and gender-responsive climate adaptation initiatives.
Cowater International implements SIGRA and supports climate action and inclusive governance in Ghana, while applying GAC’s Feminist International Assistance Policy. It seeks to promote transparency, accountability and inclusion, and foster collaboration between women led Civil Society Organizations and all levels of government on the planning and execution of local climate adaptation investments.
The project is targeting five 5 Metropolitan, Municipal and District Assemblies (MMDA) in the Northern and the Volta regions due to their higher socio-economic and climate change vulnerability level. It will also be working closely with key Ministries, Departments and Agencies (MDAs) and Regional Coordinating Councils (RCCs) at the national and regional levels as part of its implementation.

Description of the Position
The Communications, Monitoring, Evaluation, and Learning (MEL) Officer will play a pivotal role in enhancing the project’s visibility, ensuring effective communication of results, and facilitating continuous learning. The officer will be responsible for developing and implementing communication strategies, monitoring and evaluating project outcomes, supporting technical writing, and ensuring proper documentation and storage of project information.

Key Responsibilities
Monitoring, Evaluation, and Learning (MEL)
- Support the project team to capture, analyse, store, and share MEL information to facilitate clear and compelling presentation of project progress and results.
- Prepare MEL reports and data summaries, including analysis of project outcomes and recommendations for improvement.
- Work with the team to identify and collate development results which can be used to support the development of project knowledge products including policy briefs, best practices and results summaries.
- Support the production of analytical and learning documents, including semi-annual and ad hoc reports to be submitted to GAC.
- Support trainings, technical assistance and workshops with data, documentation and analysis to measure impact, share findings and integrate learning into project implementation.
Communications:
- Implement the project’s communication strategy to effectively disseminate project outcomes, lessons learned, and success stories.
- Develop quality and accessible communications and knowledge products (e.g., program reports, stories of change, etc.) for a range of audiences, including the donor, program stakeholders and the wider public.
- Contribute to the facilitation of events that support the transfer of ideas and experience beyond the project.
- Manage the project’s social media presence and other communication channels to enhance visibility and engagement.
- Manage a Stakeholders Database and ensure project partners and stakeholders are kept up to date and informed on project progress
Document Storage and Management:
- Support the project team to use a well-maintained document storage system with easy access to all project documents.
- Ensure that all project documentation, including reports, presentations, and other materials, are stored securely, well-organized and easily accessible
Technical Writing:
- Support the preparation of technical reports, terms of reference, and other project-related documents.
- Support team to prepare presentations for training and workshops as it becomes necessary
Undertake any other relevant tasks as directed by the Project Team Leader.

Required Skills or Experience
- Education/Training: A bachelor’s degree in Development Studies, Environmental Studies, Economics, Social Sciences, International Development, Communication or a related field.
- Experience: At least 2-3 year of experience in a related role within the development or non-profit sector.
Key Abilities:
- Good understanding of MEL principles, including data collection, analysis, and reporting
- Proficiency in document management systems and technical writing
- Familiarity with digital communication tools, including social media platforms, content creation and content management systems, and graphic design software.
- Strong software and computer skills including knowledge of MIS software and MS Office (Word, Excel, PPT, Teams, Outlook)
- Excellent written and verbal communication skills
- Strong organizational and time management skills
- Ability to work independently and collaboratively in a team environment
- Attention to detail and a commitment to high-quality work
- Willingness to ask questions and to learn
