A reputable public service organisation invites applications from suitably qualified persons for the position of Director of Research and Technical Services.

Job Purpose

To provide leadership, technical and administrative direction in research and technical services for achievement of the mandate of the council

Duties and Responsibilities

  • Provides inputs for the formulation of policies of the council
  • Exercises oversight responsibility for the efficient and effective management of the resources in the Directorate
  • Ensures the implementation of policies and programmes of the Directorate
  • Ensures the development of guidelines, standards and procedures for research and technical services
  • Ensures the establishment and maintenance of a comprehensive disaggregated database on programmes and activities of the council
  • Coordinates the identification of possible areas for research
  • Coordinates the development of proposals and instruments for research
  • Collaborates the monitoring and evaluation of the programmes and activities of the council
  • Coordinates the compilation of periodic research and technical reports
  • Ensures the creation and management of a single information management repository within the council
  • Ensures close collaboration with the other directorates in the conduct of research and provision of technical services
  • Coordinates the development and implementation of annual and other periodic plans of the council
  • Ensures the development and implementation of annual and other periodic plans of the Directorate
  • Ensures the preparation of the budget proposals of the Directorate for incorporation into the annual budget of the council
  • Ensures the implementation of performance management policy in the Directorate
  • Supervises and appraises the performance of subordinate staff in the Directorate

Qualification Required & Experience

  • A minimum of a Master's Degree from an accredited tertiary institution in the Social Sciences, Business Administration, Public Administration or any related field
  • A minimum of 10 years post-bachelor degree and relevant work experience, 5 years of which must be in a senior management position (Deputy Director or analogous) in a reputable institution
  • Membership in a relevant professional body

Required Competencies

  • Excellent leadership, networking, monitoring and management skills
  • Excellent communication, interpersonal and presentation skills and the capacity to inspire and motivate
  • Excellent negotiating, investigative, qualitative, quantitative, analytical, data management and monitoring and evaluation skills
  • Fundraising, lobbying and resource mobilisation skills
  • Very good knowledge of international relations
  • Good knowledge of international relations
  • Extensive knowledge of financial, procurement, budgeting and auditing regulations
  • Proficiency in relevant computer applications
  • High integrity, confidentiality, fair and firm
