Applications are invited from suitably qualified persons to fill a vacancy in the post of Chief Policy Analyst in the Parliamentary Service of Ghana.

Job Summary

The Chief Policy Analyst will be responsible for conducting and sharing independent research and program evaluations relating to social and governance issues to enhance policy and legislative deliberations of Parliament.

Main Duties and Responsibilities

The Chief Policy Analyst shall provide support to the Clerk and Management of the Service through the Deputy Clerk responsible for information management services by performing the following duties:

  • Conduct legislative and policy impact assessments
  • Analyse and publish briefing notes and reports on likely policy implications of current and emerging issues relating to governance and social policies
  • Support committees of Parliament and the House with advice, oral briefings, data analysis, background papers or follow-up research on matters relating to governance and social policy
  • Inform the House on public dialogue activities relating to governance and social issues
  • Organise discussions and public lectures to stimulate debate on a wide range of topical issues relating to governance and social policies
  • Build and maintain a database of external policy experts and consultants for possible collaborations
  • Facilitate the development and implementation of strategies, policies, guidelines and standard operational manuals to facilitate the smooth functioning of the offices/departments within the division
  • Perform any other duties that may be assigned by the clerk of parliament

Qualification Required & Experience

  • A research master’s degree preferably MPhil/PhD with specialization in Humanities, social sciences or a relevant discipline from a recognised university with a minimum of 6 years post-qualification experience in a position analogous to a Director in a public service institution
  • Must have authored several policy documents of international repute for governments and international organisations

Age Limit: An applicant should not be above fifty-five 55 years of age on the date of appointment to the post in the Parliamentary Service.
