Project Manager – CHANGE Project – Ghana

The Project Manager is responsible for the overall Global Affairs Canada (GAC) funded “Championing Nutrition and Gender Equality (CHANGE)” project planning, coordination and accountability for efficient and effective implementation, monitoring, evaluation and reporting on the project in Ghana

The Project Manager-CHANGE is responsible for timely implementation of the project to the standards and expected quality, efficient utilization of budget, and proper management of human, financial and material resources of the project in compliance with donor’s and CB’s policies and procedures.

This position will also provide guidance to other project staff in the overall management of the project, establish and foster working relationships with the donor, partner NGO and relevant government agencies.

This role includes, but not limited to:

Project Planning and Management - 30 % of Time

  • Ensure appropriate planning of the project in the participatory way involving concerned government offices, communities, partners and Children Believe staff and responsible development actors.
  • Coordinate and ensure the development of detailed implementation plans and budget for the project. 
  • Actively participate and facilitate coordination, networking and experience-sharing meetings, workshops or forums that contribute to effective harmonization and synergic effect of project interventions.
  • Ensure that the implementation of the project and resources (human, financial and material resources) utilization are in compliance with donor, government and Children Believe policies, guidelines, rules and regulations.
  • Follow up and ensure timely implementation of anticipated risk mitigation strategies pertinent to the project.
  • Ensure that project capacity-building activities are properly planned and implemented.
  • In consultation with the Associate Country Director and project staff, respond to communications related to the project.
  • Ensure the performance of contracts, memorandum of agreements (MOAs), and other internal/external regulations relevant to the implementation of the project as needed.

 Monitoring, Learning, Evaluation and Reporting - 20% of Time

  • Work with project Monitoring and Evaluation Officer and other staff to develop the CHANGE project’s Performance Monitoring and Evaluation Plan including Performance Measurement framework.
  • In collaboration with the Monitoring and Evaluation Officer, facilitate the conduct of the baseline, midterm and end term project reviews within the planned timeframe and ensure their results are communicated to concerned bodies in conformity with agreed standards.
  • Ensure timely implementation of monitoring and evaluation activities. 
  • Ensure timely completion of the project including endline survey, final evaluation, other closeout activities and proper handing over of project assets to local government and communities.
  • Assess the performance of project and provide feedback to implementing partner organization and Associate Country Director for appropriate action.
  • Ensure that recommendations as per monitoring and evaluation learnings are incorporated into project planning for improvement.
  • Ensures proper documentation of project performances.

 Grant/Donor Management - 20 % of Time

  • Develop reports on the project and ensure their timely submission to the Chief of Party donor, national and regional government authorities and CB country and Canada offices as per agreed reporting format.
  • Ensures proper documentation of the project performances.
  • Facilitate donor visits and accompany donors on field visits in consultation with the Associate Country Director.

Networking and Collaboration - 20 % of Time

  • In liaison with partner project staff, ensure active involvement and proper function of stakeholders at all levels.
  • Ensure the project staff closely work with concerned government agencies and other project stakeholders. 
  • Fosters effective working relationships with project stakeholders and liaise the project with donor, concerned government bodies and partner NGOs.
  • In collaboration with Country Office Communication focal person and Associate Country Dircetor, advocate for and build Children Believe and donor’s public image with multiple audiences in the country. 
  • Coordinate and regularly communicate with partners and track their activities so as to assist in technical and managerial issues.

Sustainability Project Result of - 10 % of Time

  • Ensure project sustainability plan is adequately integrated into annual plans 
  • Follow up and facilitate the implementation of activities that ensure sustainability of the project results.
  • Support the NBD focal point and Associate Country Director to develop proposals for new projects/programs that helps to sustain the gains of the CHANGE project.

Other

  • Comply with all CB policies and procedures.
  • Other duties as assigned by Supervisors.

Required Skills or Experience

The ideal candidate possesses: 

  • At least Master’s degree in health, public health, nutrition or other related fields.
  • Six (6) or more years of experience in maternal, child health and /or community nutrition project management, with at least 3 years in managerial position with an INGO
  • Demonstrated sound understanding of project development and management principles 
  • Highly skilled in networking, developing partnerships; building commitment, contributing to team success, innovation with problem solving and analytical ability 
  • Excellent interpersonal, relationship-building, conflict management, and negotiation skills, especially when developing / maintaining contacts and influencing partners
  • Excellent communication skills, both verbal and written, including public speaking, networking and presentation skills
  • Fluency and excellent written skills in English. Fluency in one or more local languages of project communities Ghana is an advantage.
  • Experience in practicing Results Based Management (RBM) or Logical Framework Analysis (LFA)
  • Strong computer skills including MS Word, Excel, PowerPoint, and internet and other computer applications.
  • Ability to travel locally across project areas and internationally 
  • Effective in written and verbal communication in English
