The West Africa Energy Program (WAEP) is a 5-year USAID effort to achieve the goals of Power Africa. The objective of WAEP is to expand supply of and access to affordable and reliable grid-connected electricity services in West Africa through a range of technical assistance, capacity building, and transactional support to advance Power Africa’s objectives in selected countries in the West Africa region.
Role and Responsibilities
The Finance Specialist will support the Finance Manager, Procurement Specialist and project leadership and will be responsible for managing local accounting spreadsheets, local staff monthly payroll, tracking invoice submissions, and managing petty cash disbursements and advances.
As directed by the Chief of Party or their designee, the Finance Specialist shall perform, oversee, and support the performance of the following specific tasks:

- Maintain local accounting spreadsheets and support submissions to the Home Office
- Support collection and tracking of monthly employee timesheets for payroll processing
- Support tracking of all invoices from vendors, subcontractors, consultants, etc. and maintain related project files and trackers
- Manage cash disbursements and advances (for per diem, purchasing goods under the procurement threshold, etc.) to account for all funds, including collection of receipts
- Coordinate and manage communications with the local bank representative on matters related to bank account maintenance
- Ensure petty cash is maintained securely and keys are only given to designated individuals
- Support the Home Office team with invoice submissions to the client
- Ensure document retention and filing system meets USAID and Deloitte-mandated specifications, and files are audit-ready at all times
- Ensure compliance with applicable withholding requirements.
- Make financial projections, track payments, and manage the project budget.
- Other duties as assigned
Contract Type: Fixed Term with a duration of 10 months
Location: The primary place of performance for this activity will be at the WAEP project office in Accra, Ghana.
Required Skills or Experience
- Bachelor’s degree in a relevant field
- Minimum of 5 years experience in accounting and financial analysis in Ghana
- USAID project experience preferred
- Strong organizational, quantitative, and interpersonal skills
- Strong ability to write, communicate, and prepare engagement materials clearly in English.
