Democracy International (DI) is seeking to hire a Local Voices and Sustainability Officer for the five-year Performance Accountability Activity in Ghana funded by USAID. This activity will focus on strengthening civil society oversight of and feedback into government performance in public service delivery and to support the government, especially at the local level, and public service providers to be more responsive to citizen demand in delivering quality essential services.
This is based on the premise that citizen action and engagement are critical for ensuring that the government delivers quality services with increased accountability. This is a full-time position based in Accra, Ghana. This position is only open to Ghanaian citizens.
The Local Voices and Sustainability Officer will focus on engaging local communities and ensuring their voices are heard in decision-making processes. The officer will work closely with project staff, USAID partner projects and other partners, and stakeholders to ensure the program aligns with local priorities, build local capacity and promotes accountability.

Essential Job Duties:
- Engage with local communities and stakeholders to understand their perspectives, needs, and priorities related to accountable governance and public service delivery.
- Help design and implement community engagement activities, such as town hall meetings, focus group discussions, and community outreach programs, to promote participation and inclusivity.
- Facilitate dialogue between project staff and local communities to ensure that local perspectives are incorporated into decision-making processes.
- Work with project staff, partner USAID project staff and CSO partners to build local capacity for feedback into government performance in public service delivery, including training programs and knowledge-sharing initiatives.
- Support the monitoring and evaluation of the program's sustainability performance and recommend strategies for improvement.
- Produce regular reports and communication materials on the program's activities and impact.
- Represent the program in meetings and conferences as needed.
Reporting:
This position reports to the Deputy Chief of the Party.
Required Skills or Experience
- Bachelor’s degree in political science, public administration, development or gender studies, business administration, management, or another relevant field; Master’s degree preferred;
- At least 5 years of experience in community engagement, local governance, CSO capacity building, public service delivery, or related fields.
- Demonstrated experience in engaging with diverse stakeholders, including local communities, government agencies, and CSOs.
- Excellent communication, facilitation, and presentation skills.
- Strong analytical and problem-solving skills.
- Proven ability to work independently and collaboratively with diverse teams.
- Demonstrated commitment to ethics, transparency, and accountability in program implementation.
- Fluency in English and excellent writing and communications skills required
