Under the overall guidance and supervision of the Country Representative and direct supervision of the Administrative Associate/HR, the Human Resources Assistant provides support to the Administrative Associate/HR in the implementation of human resource and associated policies, systems, and processes in the Country Office.
The Human Resources Assistant supports the Admin Associate (HR) to deliver quality services in HR to internal and external clients; mastering all relevant rules, guidelines, processes, and procedures.

Main Tasks & Responsibilities
Management of Office Human Resources:
- Interprets HR policies and procedures and provides guidance and training to staff and program managers. Strives to identify ways in which country office HR needs can be met within existing policies.
- Assist in managing the recruitment and selection process; applying best practice HR tools and mechanisms. Advises and briefs managers and program personnel on different types of contracting modalities, HR policies, and benefits.
- Assist in the preparation of a consolidated training plan and associated budget on the basis of a review of all Annual Work Plans and development recommendations made in individual staff PADs.
- Assist the Admin. Associate/HR to implement and sustain an on-boarding process for new staff; including the provision of information on all office policies and procedures.
- Assist in managing the leave schedule for the Country Office.
- Manages Access Control System in the country office. Added new staff and deletes outgoing staff. Liaises with the service provider
- Manages the UNFPA internship program by assisting new interns to settle in. Draw up orientation programs for new interns, liaise with management to assign new intern supervisors, and monitor interns to ensure that they are well engaged during their internship
- Assist in maintaining up-to-date and complete records, documentation and filing of all HR processes.
- Assist in Maintaining staff lists and ensure that these are kept up to date and sent to UNDSS.
- Ensures that staff is assigned ID cards after contract renewal.
Asset Management
- Assist in maintaining and managing the asset register; including yearly certification.
- Assist in Maintaining and monitoring of assets per location and assets per custodian lists.
- Checks when equipment is due for replacing and manages the disposal of such equipment; including performing the necessary administration.
Other:
When appropriate, undertakes other related duties assigned by the supervisor and/or Representative.
Qualifications and Experience
Academic Requirements:
University degree in human resources, commerce, business administration, or related field.

Experience:
At least 2 years progressively responsible experience in human resources in a multi-cultural environment.
Languages:
Fluency in oral and written English.
Computer Skills:
Proficiency in current office software applications.
Proficiency in Atlas, PeopleSoft, and other computerized applications used by the UN.
