CONTEXT OF THE MANDATE

Oxfam-Quebec is implementing its new voluntary cooperation program (VCP) entitled “Equality in action” in close collaboration with Oxfam teams in the countries of intervention. This program takes place over a period of seven years (2020-2027) in thirteen countries and three regions.

The PCV aims to enhance the performance of local partner organizations in developing countries in the implementation of inclusive, innovative and sustainable development initiatives that will advance gender equality in the 13 countries. The knowledge, skills and expertise of qualified Canadian volunteers will be leveraged through short and long term assignments with local partner organizations.

As part of the start of its PCV, Oxfam-Québec is seeking to fill mandates that will support Oxfam teams in the 13 countries of intervention in order to contribute to the development of the implementation plan and the annual program work. Volunteers will also work closely with partner organizations to establish the baseline of the program and define our partnership approach.

MAIN RESPONSIBILITIES

In close collaboration with the members of the Oxfam team in the country of intervention, the volunteer cooperating person will be responsible for:

  • Take ownership of Oxfam's common approach to monitoring, evaluation, learning and social responsibility (called CAMSA) and act in accordance with this approach;
  • Support the Oxfam Ghana team and partners to co-create the program implementation plan, work plan, baseline, etc. ;
  • Collaborate in training partners on results-based management, remote monitoring in times of crisis and how to document results
  • Ensure that SEAR systems, methods and tools take into account gender issues and allow for gender analysis in the project implementation plan
  • Participate in program learning events in Ghana with partners
  • Support the team responsible for the quality of the programs and the partners to document the results in relation to the development objectives;
  • Participate in country team planning exercises and the development of the country strategy;
  • Share and embody Oxfam's commitment to the zero tolerance policy against any behavior that violates the code of conduct, including sexual harassment, exploitation and abuse; intimidation; lack of integrity; corruption and fraud.

REQUIREMENTS

  • Be domiciled in Benin, Burkina Faso, Ghana or Senegal and have:
    • Canadian citizenship or permanent resident status in Canada
    • or citizenship of a West African country other than the country where the person is domiciled.
  • University degree in program evaluation or similar field.
  • Three (3) years professional experience in a similar mandate
  • Proficiency in Microsoft Office 2010 (Word, Excel, Outlook and PowerPoint) and Skype.
  • Command of the language of the country of assignment, spoken and written
  • Experience in facilitation and animation of groups
  • Adherence to Oxfam-Québec's mission and values, including the promotion of equality between women and men.
  • International development work experience (asset).
