Cooperative for Assistance and Relief Everywhere, Inc. doing business as CARE International in Ghana (“CARE”) is seeking qualified candidates for roles as Zonal Project Officers for Ghana’s Strengthening Accountability Mechanisms (GSAM) Project. GSAM is a USAID funded local governance project seeking to “strengthen citizen oversight of MMDA development programs to improve local government transparency, accountability, and social service delivery performance in 50 Districts of Ghana. The three full-time positions will be stationed as follows:
Two officers at the Tamale Sub- office responsible for project implementation at Northern, Upper East, Upper West, Savana, and North –East Regions while one Zonal officer will be stationed at Accra and will be responsible for project implementation within the Oti and Volta Regions.

Candidate Profile
The Zonal Project Officers will oversee the effective execution and coordination of all GSAM activities within the specific GSAM zone through partner CSOs. They will maintain effective collaboration with the GSAM Project Management Unit to ensure the achievement of the overall goal of the Project under the GSAM Consortium. The Zonal Project Officers will undertake regular approved travel to project districts/communities across the specific GSAM Zone. They will also build the capacity of partner CSO staff to implement GSAM and measure changes and lessons in the project operational areas.
Key areas of responsibility of the Zonal Project Officers will include:
• Working as the Zonal focal person to oversee the planning and implementation of GSAM activities across regions, districts, and communities within the specific zone.
• Providing capacity strengthening for partner CSOs on the project within the specific zone to ensure effective project implantation.
• Providing technical support to CSO partners to lead other citizens to engage in detailed monitoring of MMDA social service delivery in the 50 districts using community scorecards.
• Supporting CSOs to facilitate dialogue between citizens and local government officials through community interface meetings, town hall meetings, community durbars, etc.
• Supporting citizens and CSOs to engage in public policy and advocacy campaigns to disseminate citizen feedback on MMDA social service delivery within the specific zone.
• Working closely with the Finance and Grants Manager to manage sub-grantees within your zone and institute a system to track and monitor the implementation, results, and close-out of the sub-grantee awards.
• Producing monthly and quarterly briefs to supervisor on status of project implementation within the specific zone.
• Working with the M&E coordinator and other national staff to produce credible, timely, and high-quality donor reports.
• Ensure gender sensitive implementation of GSAM within the GSAM Zone.
Qualification Required & Experience
• A minimum qualification of under-graduate degree in Development Planning, Social Sciences, Public Administration, Project Management, or other related fields from a recognized University. A post-graduate degree in the relevant areas will be advantageous.
• A least 3 years’ experience in project planning, management, community/governance work especially at the local level
• Excellent skills in community mobilization and facilitation,
• Citizen- local government engagement processes,

• Excellent negotiation and public speaking skills,
• Ability to assist in collecting required data, analyze, integrate and use such data and further assist in developing strategies and plan to resolve them,
• Excellent Computer skills including MS Word, Excel, PowerPoint
• Excellent oral and written English is required. Fluency in some of the local language(s) spoken at the communities of the GSAM Northern Zone and Volta would be an asset.
