Deloitte is leading a power sector transformation programme which has been established by a development agency to support reform within Ghana’s power sector. The objective of programme is to expand supply of and access to affordable and reliable grid-connected electricity services in West Africa through a range of technical assistance, capacity building, and transactional support to advance Power Africa’s objectives in selected countries in the West Africa region.
Job Description
Direct Report: Chief of Party
The Energy Engineering Specialist will provide support to the project leads as needed but with an initial focus on supporting the use of generation and distribution benchmarks by the utilities and the regulators as in Outcome 3 (Improve performance of national utilities and power sector entities).
Position Responsibilities
The Energy Engineering Specialist is expected to engage in the following illustrative interventions:
- Work under the Project Lead to support PURC’s use of generation and distribution benchmarks;
- Review the suitability of the current KPI’s used by the various utilities in reporting to State Interests and Governance Authority, SIGA (former State Enterprise Commission) and support the introduction of internationally acceptable indices like SAIDI, SAIFI, CAIDI and CAIFI);
- Support Generation and Transmission Modeler with review and update of generation data used in the IPM database. and
- Support action plan for change management programs introduced in 2 districts of NEDCo with special focus on AT&C loss reduction.

Qualifications
- Possess a Bachelor’s degree (B.Sc., B.A., B.Eng./B. Tech., etc.) Master’s degree in economics, finance, or other relevant field, particularly in energy sector
- Minimum of 5 years in the energy sector, 6-8 years preferred
Required Skills
- Minimum of 5 years of recent experience performing transmission/distribution system and generation planning studies or in the operation and maintenance of generation, transmission or distribution system.
- Experience working in similar context in West Africa region
- Previous experience with donor agency programs
- Demonstrated experience operating in developing country environments, including conducting technical activities
- High proficiency in Microsoft Office suite, including Word, Excel and Outlook
- Excellent facilitation skills
- Excellent coordination skills
- Fluency in written and spoken English is required
- Ability to respond on short notice and plan and execute several activities at once
- Ability to work under pressure, as part of a team or independently, and meet deadlines consistently
