Deloitte is leading a power sector transformation programme which has been established by a development agency to support reform within Ghana’s power sector. The objective of programme is to expand supply of and access to affordable and reliable grid-connected electricity services in West Africa through a range of technical assistance, capacity building, and transactional support to advance Power Africa’s objectives in selected countries in the West Africa region.
Job Description
Direct Report: Chief of Party
The Power Systems Planner will promote cohesion across the activities implemented and emphasize the importance of integrated resource planning, which helps to mitigate risks associated with large-scale generation and transmission (G&T) projects.
Position Responsibilities
The Power Systems Planner is expected to engage in the following illustrative interventions:
- Work under the Senior Ghana Technical Lead to support power planning activities, and coordinate the delivery of policy frameworks;
- Review the suitability of modeling tools such as IPM, LEAP and Plexos for completing Generation and Transmission (G&T) Integrated Resource Plans (IRPs);
- Support Generation and Transmission Expert with development of electrification models and/or review existing planning models to outline potential grid extension opportunities and how the project can support these (via policy, technical, financial, data management or other support); and
- Support action plan for strengthening and enabling Ghana power market by introducing advanced power systems analysis tools that facilitate coordinated planning and show how a coordinated Ghana plan can confirm the benefits while reducing the risks associated with individual projects and transactions
- Evaluate system stability under different load assumptions, analyze export and import potential and requirements across different countries, determine the effect of generation mix on power flows, and identify critical path sequencing of priority interconnections

Qualifications
- Possess a Bachelor’s degree (B.Sc., B.A., B.Eng./B. Tech., etc.) Master’s degree in economics, finance, or other relevant field, particularly in energy sector
- Minimum of 7 years in the energy sector, 8-10 years preferred
Required Skills
- Minimum of 5 years of recent experience performing transmission system and generation planning studies, developing Integrated Resource Plans (IRPs), using power systems modeling tools such as IPM, LEAP and Plexos.
- Experience working in similar context in West Africa region
- Previous experience with donor agency programs
- Demonstrated experience operating in developing country environments, including conducting technical activities
- High proficiency in Microsoft Office suite, including Word, Excel and Outlook
- Excellent facilitation skills
- Excellent coordination skills
- Fluency in written and spoken English is required
- Ability to respond on short notice and plan and execute several activities at once
- Ability to work under pressure, as part of a team or independently, and meet deadlines consistently
